About this file
This is a Request for Proposal (RFP) for a desk study focused on analyzing natural gas and refining technologies in the Middle East, North Africa, Europe, and Eurasia (MENA-EE) region. The United States Trade and Development Agency (USTDA) is seeking a contractor to provide technical guidance, conduct market assessments, and develop project recommendations for potential infrastructure investments in natural gas development, including regassification terminals, pipelines, storage, methane abatement, flaring, petrochemical and oil refining, and gas power projects.
The solicitation requires the contractor to conduct up to eight preliminary assessments and six detailed project reports, with a preference for personnel proficient in Arabic and Russian languages. The contract period is two years, with a total potential value of $19 million. Proposals are due by August 12, 2025, at 1:00 PM ET, and the award is limited to U.S. firms or individuals. The evaluation will focus on technical expertise in natural gas infrastructure, regional experience, language capabilities, and past performance, with technical factors being significantly more important than price. The solicitation is unrestricted and falls under NAICS code 541690 for Scientific and Technical Consulting Services.

SECTION D – ANY CONTRACT DOCUMENTS, EXHIBITS OR ATTACHMENTS
D.1. PERFORMANCE WORK STATEMENT (PWS)
DESK STUDY FOR REGIONAL MENA-EE: GAS AND REFINING TECHNOLOGIES
D.1.1. OVERVIEW
The U.S. Trade and Development Agency (USTDA) supports the development of overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.
USTDA is the U.S. government’s first mover on critical infrastructure projects overseas. The Agency funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies.
D.1.2. SCOPE OF WORK
USTDA requires services under this non-personal services Desk Study (DS) contract to support its decision-making relative to the funding of activities, such as those identified in the Overview section above, to support USTDA’s Middle East, North Africa, Europe and Eurasia (“MENA- EE”) Regional Team (the “Regional Team”) in identifying and evaluating natural resource development and mining sector infrastructure projects for potential USTDA support in the MENA-EE region.
Foreign Language Proficiency
USTDA prefers that the Contractor be proficient in the Russian and Arabic languages at the advanced professional proficiency level (Level 4) (as defined by the U.S. Department of State) (i.e., for speaking: able to use the language fluently and accurately on all levels; and for reading:
nearly native ability to read and understand extremely difficult or abstract prose). Additional consideration will be given to Contractors with experience in French. The Offeror may satisfy these requirements through the use of interpreters with appropriate experience in energy project development.
Deliverables
The Contractor shall provide an initial review and a preliminary assessment report (each a “Preliminary Assessment”) for up to eight (8) proposals for feasibility studies, technical assistance, or pilot projects. Based on the Agency’s determinations, the Contractor shall fully develop funding recommendations, terms of reference, and final budgets for up to six (6) of these activities and provide USTDA a project report (each a “Project Report”). At the direction of the Regional Team, the Contractor shall travel to the MENA-EE region.

The Final Report, which shall include the eight (8) Preliminary Assessments and six (6) Project Reports recommended to USTDA unless otherwise directed by USTDA, shall be labeled clearly on every page as “Business Confidential” and shall be treated accordingly per sections D.9, “Confidentiality,” and D.10, “Intellectual Property.”
The purpose of the Preliminary Assessments is to:
1. Collect high-level project information, such as information on the project’s technical, commercial, and financial viability; grantee commitment; U.S. export potential; technical and/or regulatory hurdles; and basic USTDA eligibility criteria;
2. Assess and identify key issues and obstacles to the project proposal moving forward;
3. Identify information and data needed in order for USTDA to make a determination on this project proposal;
4. Analyze specific project issues or technical factors that may impact overall project viability; and
5. Provide supporting analysis and an approximately three (3) – five (5) page recommendation on whether or not USTDA should put this project proposal under full review (e.g., development of terms of reference, budget, and Project Report).
The purpose of the Final Report is to:
1. Assess and provide a recommendation on whether USTDA should provide funding for the proposed feasibility study(ies), technical assistance, pilot project(s), or other activity(ies), hereinafter referred to as “activity(ies)”;
2. Develop terms of reference and budgets for at least six (6) activities for USTDA funding consideration.
o If Contractor is having difficulty meeting this requirement, the Contractor must discuss the findings of the mission with the Contracting Officer’s Representative (COR) in advance of writing the draft Final Report.
o The Contractor shall obtain the COR’s written approval before developing any activity beyond the minimum one per country.
3. Provide supporting analysis for the recommendation on the activity in a final report (“Final Report”) that analyzes all the relevant issues.
4. In addition, the Contractor shall assess the potential of the relevant market sector in the host country for U.S. suppliers of goods and services in the Final Report.
The Contractor will not be paid for reports that are not approved or completed.
The actual number of deliverables/reports against this contract is dependent on the availability of suitable projects. Therefore, not all deliverables may be required or be possible and the figures provided for the Project Reports are not-to-exceed ceiling figures and not actual figures. The Contractor shall only invoice for work/deliverables actually completed. Any unexpended funds will be de-obligated from the contract at close-out.

D.1.3. USTDA FUNDING CRITERIA
The Contractor’s recommendations shall be based upon USTDA funding criteria, which are that the Project(s) must:
a) Be likely to receive implementation financing;
b) Have a procurement process that provides “equal access” to U.S. companies;
c) Represent an opportunity for sales of U.S. goods and services that is many times greater than the initial investment of USTDA assistance;
d) Be a development priority of the Project Sponsor and host country where the Project is located and have the endorsement of the U.S. Embassy in that host country; and
e) Involve U.S. companies that are facing market entry problems and/or strong competition from foreign companies which often receive subsidies and other support from their governments.
To execute this requirement, the Contractor shall:
1. Meet virtually or in-person with USTDA’s MENA-EE Regional Team to discuss the
DS.
2. Meet virtually or in person with U.S. companies interested in natural gas development, transportation, refining, petrochemical manufacturing, methane abatement, or flaring in MENA-EE countries as directed by the MENA-EE Regional Team.
3. Travel, at the discretion of USTDA and in consultation with the MENA-EE Regional Team, to the MENA-EE region to meet with prospective grantees, U.S. companies, and relevant U.S. stakeholders, including the U.S. Commercial Service and other U.S.
Embassy stakeholders, for up to two trips of up to six (6) days each to identify potential projects for USTDA support;
4. Travel of one (1) person designated by the DS Contractor’s Project Manager to accompany delegations on up to two (2) relevant USTDA reverse trade missions (“RTM”) for up to three (3) days as directed by the MENA-EE Regional Team;
5. Review individual potential projects in MENA-EE countries as directed by USTDA;
6. Contact and/or meet, virtually or in person, with prospective grantees and other stakeholders as directed by USTDA;
7. Evaluate up to eight (8) project proposals and develop preliminary assessment reports in coordination with USTDA;
8. Review and develop up to six (6) full project reports, in coordination with USTDA. The reports shall analyze:
a. Technical and commercial project viability;
b. Potential for project financing and implementation;
c. U.S. industry competitiveness, U.S. export potential and sources of U.S. supply;
d. Foreign competition;
e. Project implementation risks and potential mitigants;
f. U.S. labor impact;
g. Conduct preliminary developmental impact assessment (e.g., identifying the relevant Development Impact Indicators and anticipated outcomes); and
Page | 18
h. In coordination with the grantees and USTDA, develop full terms of reference and budgets for each of the six (6) recommended activities.
9. Provide up to ten (10) hours of consulting and research support on consulting on gas-related topics, research on gas-specific questions, and industry-related research on natural resources and petroleum-sector technologies unrelated to projects referred for initial evaluation or full assessment.
10. Prepare a Final Report and Public Report.
For each of the six (6) activities to be recommended to USTDA, the Contractor shall develop a stand-alone Project Report. The requirements for the Project Reports are further detailed in the section below.
D.1.4. INFRASTRUCTURE RISK SCREENING
In order to assure the quality, finance ability, and resilience of Activities that USTDA supports through project-preparation grants, environment-related and geophysical risks of the proposed Activity must be considered at the project scoping stage for all feasibility studies (FS) and technical assistance (TA) activities. USTDA aims to improve decision making by bringing USTDA-funded Activities into alignment with investor requirements as they relate to considerations of environmental impacts and impacts of other natural hazards. Accordingly, the Contractor shall conduct an Infrastructure Risk Screening utilizing the guidance provided in Attachment VII.
D.1.5. PROJECT PROFILE
After minimal growth throughout 2023, global demand in natural gas grew over the course of 2024 and early 2025, primarily in Europe and North America. Although globally demand is expected to contract throughout the rest of 2025, demand for natural gas is likely to remain high in the MENA-EE region. In Europe alone gas consumption grew by 10% year-on-year in 2024/2025 and European liquefied natural gas (“LNG”) imports are anticipated to reach near all-time highs in 2025 due to low current gas storage levels and reduced gas imports from Russia.
After North America, the largest producers of natural gas are Eurasia, the Middle East and North Africa. Growing production in the Middle East and North Africa in response to increased demand in Europe is expected to spur additional investment in natural gas production and transportation infrastructure in both regions. The MENA-EE Regional Team (the “Regional Team”) anticipates an increased number of proposals for natural gas development and gas infrastructure projects (e.g. regassification terminals, pipelines, storage), as well as related projects for methane abatement, flaring, petrochemical and oil refining, gas power, and other projects where gas is a primary component of larger infrastructure projects, in the MENA-EE region.
