About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has awarded a $50,000,000 contract to Environmental Science Associates for Regional Architect-Engineer (A-E) Environmental Services in the Pacific Coast Region. The services include a broad range of environmental services in both tidal and non-tidal environments, assessment studies, field surveys, modeling, architectural and engineering services, limited construction services, consulting support services, and stakeholder engagement. The contract was awarded on July 27, 2023, and includes one five-year ordering period and one option period allowing services to be extended for up to six months.
List of products and services to be provided:
- Broad range of environmental services in both tidal and non-tidal environments
- Assessment studies including topographic, bathymetric, ecological, hydrologic, geo-technical, geomorphic, contaminated materials, hydrogeological marine, estuarine, oceanographic, cultural, economic, wetlands and plant and animal community assessments
- Field surveys, mapping and sampling
- Modeling including hydrologic and hydraulic evaluations, surface and groundwater quality and quantity, sediment or contaminant fate and transport, tidal elevation, tidal current and wave models
- Architectural services for buildings as components of environmental restoration projects
- Landscape architecture services as components of restoration and coastal resiliency projects
- Engineering services by licensed professional engineers
- Limited construction services that include administration, oversight, and project coordination
- Consulting support services for the development of environmental documentation
- Stakeholder engagement, education, and outreach services.

Reference is made to Announcement No. 1305M3-22-R-NFFK0033, Regional Architect-Engineer (A-E) Environmental Services for the NOAA National Marine Fisheries Service - Office of Habitat Conservation, Pacific Coast Region.
NOAA awarded a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract in accordance with 40 U.S.C. Chapter 11 Selection of Architects and Engineers and Public Law (PL) 92-582, formally known as the Brooks Act, as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6. The term of the contract includes one (1) five-year ordering period and one (1) option period allowing services to be extended for up to six (6) months under the authority of FAR Clause 52.217-8, Option to Extend Services.
