The Air Force intends to solicit proposals from qualified vendors for a firm-fixed price contract for Refuse Collection & Recycle services, located at Army installations in Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor is to ensure that is performed at various locations on Okinawa. This is a synopsis for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12).
The contractor shall provide all management, tools, supplies, equipment, labor, manpower, and appropriate license(s), qualification(s), and permissions necessary to perform and accomplish refuse collection and recycle services at the following U.S Army Installations in Okinawa, Japan: Torii Station, Naha Port, Chimuwan Tank Farm #1, 2 & 3, Kuwae Tank Farm #1 & 2 and White Beach. The proposed contract will be awarded using full and open competition. This service will be conducted at various military installations on Okinawa, Japan. Period of performance will be five (5) years; a base year of twelve (12) months and four (4) option periods of twelve (12) months each. The anticipated effective date will be 1 October 2013. Solicitation No. FA5270-13-R-0032 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 56211. The solicitation will be issued electronically on or about 26 Apr 13 at www.fbo.gov. Proposals will be accepted when submitted via e-mail to gus.spencer@us.af.mil or when hand carried; proposals must be deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Kadena AB, Okinawa.
The contractor shall be knowledgeable of and comply with all Department of Defense and Japan Environmental Governing Standards Waste requirements regarding environmental protection. In the event environmental laws, regulations, or requirements change during the term of the contract, the contractor shall comply with such changes.
Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. The Request for Proposal issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for receipt of offers will 30 days after issuance of the solicitation. Anticipated award date will be on or around 30 Aug 13.
Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
