About this opportunity

The United States Coast Guard's Operational Logistics Command is conducting a Sources Sought Notice to identify potential contractors for refuse and recycling collection services at three Coast Guard locations in Florida: Base Miami Beach, Civil Engineering Unit Miami, and Air Station Miami. This market research effort aims to determine the capability of commercial sources to provide comprehensive waste management services starting January 2026, with a base period and four potential option periods. The Coast Guard is seeking detailed information from interested businesses, including organizational details, socioeconomic status, contact information, and capabilities for performing the specified services. Interested parties must submit their responses by December 19, 2024, at 1:00 PM ET directly to Contract Specialist Bahar Cabrera via email, with submissions including requested information about contract experience, potential contracting vehicles, and organizational capabilities. The procurement will require contractors to provide all necessary labor, equipment, and management for waste collection and disposal services, adhering to specified collection schedules and environmental regulations.

The solicitation is designated as a Total Small Business set-aside under the North American Industrial Classification Systems (NAICS) code 562111 for Solid Waste Collection, with a standard size value of $47 million. Contractors will be responsible for managing 12 different sized refuse containers and 6 recycling containers across the three locations, with varying collection frequencies ranging from Monday-Friday services. The performance work statement emphasizes strict adherence to collection schedules, container maintenance, quarterly cleaning services, and comprehensive reporting requirements. Contractors must also develop quality control and safety plans, ensure personnel meet security requirements, and comply with all federal, state, and local environmental regulations. While no incumbent contractor is mentioned, the solicitation suggests potential for government-wide acquisition contracts (GWAC) or strategically sourced contract vehicles to fulfill the requirement, with the government reserving the right to determine the most appropriate acquisition approach.
