About this file

This is a Performance Work Statement (PWS) for refuse and recycling collection services at three U.S. Coast Guard locations in Florida: Base Miami Beach, Civil Engineering Unit Miami, and Air Station Miami. The contractor must provide all labor, materials, equipment, supplies, transportation, management and supervision for refuse and recycling collection and disposal services.

The PWS specifies requirements for 12 refuse containers (including 30-cy, 20-cy, and 8-cy containers) and 6 recycling containers (8-cy and 95-gallon) across the three locations. Collection schedules vary by location, with BMB and CEU requiring Monday-Friday refuse collection and AS Miami requiring Monday/Wednesday/Friday collection. Single-stream recycling pickup is required weekly on Fridays at all locations. Key contractor responsibilities include maintaining clean and functional containers, providing quarterly container cleaning services, submitting monthly collection reports, developing quality control and safety plans, and ensuring all personnel meet security requirements. The contractor must comply with all federal, state and local environmental regulations and obtain necessary permits and licenses. The PWS emphasizes safety protocols, proper waste handling procedures, and strict adherence to collection schedules with makeup collections required within 24 hours for weather-related delays.

The designated personnel will carry out inspections, reviews and approvals, handle deficiencies; and, ultimately accept on behalf of the Contracting Officer. The functions of the COR are identified in paragraphs 9.2 and 9.3 below. Government personnel, such as a Quality Assurance Evaluator (QAE), other than the Contracting Officer and the COR from time to time, may observe the Contractor’s operations. However, these personnel may not interfere with Contractor performance.

9.2. General Monitoring Functions: To facilitate the surveillance of the Contractor's Quality Control Program by the Government, the COR will verify contractor compliance with designated contract/performance requirements. In addition, for noncompliance and/or untimely corrective action to deficiencies of specific tasks, the contractor is subject to re-performance (at the company’s expense) and/or an inspection fee. However, if the same situation/deficiency occurs again during the contract period, a defect will be recorded and reported to the Contracting Officer for appropriate action. The COR will periodically update the surveillance approach when the need arises. The COR will inspect the contractor's QCP regularly for compliance with the contract requirements herein.
