About this opportunity
The Department of the Army Medical Command is seeking a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Reference Laboratory Testing Services at the Landstuhl Regional Medical Center (LRMC) in Germany. The solicitation requires a contractor to provide comprehensive laboratory testing capabilities, including tests specified in Attachment 04 and any necessary confirmatory or additional tests approved by CAP guidance. Contractors must perform all testing at their own facilities or within their laboratory network, with strict prohibitions against government supervision of contractor employees. The evaluation will be conducted using three primary factors: Technical Capability, Past Performance, and Price, with an "Unacceptable" rating in any technical subfactor or past performance category rendering the quote ineligible for award. Interested contractors must submit their quotes by March 24, 2025, following Simplified Acquisition Procedures under FAR 13.5 for commercial products and services.
The solicitation does not include any specific set-aside designations and is open to qualified commercial laboratory service providers. The contract will be performed entirely in Germany, with an initial ordering period from May 1, 2025, to April 30, 2026, and an option to extend services for an additional six months through October 31, 2026, under FAR 52.217-8. The procurement falls under NAICS Category 621511 for Medical Laboratories and PSC Category Q301 for Reference Laboratory Testing. While specific award values are not disclosed, the contract is structured as an Indefinite Delivery/Indefinite Quantity arrangement, which allows for flexible ordering of laboratory testing services throughout the contract period. The government will select the contractor with an acceptable technical capability, acceptable past performance, and the lowest price, ensuring a comprehensive and cost-effective solution for medical laboratory testing needs at the Landstuhl Regional Medical Center.

The Government will evaluate Factor I "Technical Capability" to determine acceptability, Factor II "Past Performance" to determine acceptability, and Factor III "Price" to determine the successful awardee in the order listed.
