About this opportunity

The VA Portland Healthcare System's Pathology & Laboratory Medicine Service Department is seeking a reference laboratory to provide donor-derived cell-free DNA (dd-cfDNA) testing services for kidney transplant surveillance across the Western Region. This non-invasive blood test monitors kidney transplant patients for potential rejections, reducing the need for invasive biopsies and providing faster turnaround times compared to traditional biopsy procedures. The solicitation requires a full-service laboratory capable of specimen acquisition, testing and interpretation, supply provision, and comprehensive customer service support. Key requirements include processing blood specimens within 24 hours of receipt, issuing final reports on the same day testing is completed, providing collection kits, and offering mobile phlebotomy services across an extensive geographic area including Alaska and Hawaii. Quotations are due by July 7, 2025, at 5:00 PM PDT, and the contract will be administered by the VA Network Contracting Office 20 in Vancouver, Washington.

This procurement is designated as a small business set-aside under NAICS code 621511 (Medical Laboratories) with a size standard of $41.5 million. The contract structure is a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement with a guaranteed minimum value of $500 and a maximum capacity of $7,500,000, spanning ordering periods from August 2025 to July 2030. The VA estimates an annual utilization of approximately 320 tests per year for kidney transplant surveillance. No current incumbent contractor is identified in the solicitation materials. The primary place of performance is Portland, Oregon, though the service area extends throughout the Western Region to support Veterans receiving care at the VA Portland Health Care System and affiliated locations.
