About this opportunity
The National Institutes of Health Clinical Center is preparing to award a firm-fixed-price purchase order to Rees Scientific for database migration and software upgrade services on a limited-source (sole-source) basis, with a response deadline of September 25, 2026. Rees Scientific is the sole-source provider for the proprietary database migration and software upgrade required to maintain the environmental monitoring system used by the Department of Transfusion Medicine. The work involves migrating the existing Rees Scientific database to new servers currently in NIH Information Technology's possession and upgrading the Rees application software to Build Version 3.0 Build 2601, a currently supported version. The environmental monitoring system supports regulated environments including room temperature, humidity, refrigerators, and freezers that are integral to DTM operations subject to 21 CFR and 42 CFR regulatory requirements. The system is used in settings supporting patient care, blood product manufacturing, and clinical laboratory diagnostic activities. The manufacturer requires the database migration and software upgrade to ensure continued support of the database and software application; this upgrade is also necessary to maintain operational continuity and safety and quality standards in regulated clinical environments. Rees Scientific's address is 1007 Whitehead Road Extension, Trenton, New Jersey 08638. The acquisition is identified as 26-009527, with NAICS code 541519 (Other Computer Related Services) and PSC code DA01.
