On August 15, 2016 NAVSUP FLC Norfolk, Philadelphia Office, located at 700 Robbins Ave Philadelphia PA 19111 awarded multiple award, indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price task order contracts to provide reengineering, development, and PC-simulation services in support of Naval Education Training Command’s Naval Training Products and Services Program. Awards were made to the following firms at a total estimated value as follows; N00189-16-D-Z047- Logistic Services International, Inc.

(LSI), 6111 Technology Court, Jacksonville, Fla. 32221-8104. The total estimated contract value is $283,777,402; N00189-16-D-Z048 - Technical Software Services, Inc. (TECHSOFT), 31 West Garden Street, Suite 100, Pensacola, Fla. 32502-5615. The total estimated contract value is $344,541,804. Each contract includes a 33-month base ordering period and a 36-month option period. Work is expected to be completed by May 2019; if all options are exercised, work will be completed by May 2022. The awards were made in response to proposals submitted under a competitive full and open, unrestricted RFP N00189-14-R-Z035. Work will be performed 100 percent in contractor facilities in response to awarded task orders and cannot be reasonably estimated at the time of contract award.

Added: Mar 14, 2014 1:33 pm Modified: Jul 17, 2014 11:35 amTrack Changes NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to issue an RFP, on an unrestricted, full and open competitive basis, for the provision of services in support of the Naval Education Training Commands (NETC) N7, in conjunction with Naval Education and Training Professional Development and Technology Center (NETPDTC), Naval Training Products and Services for PC Simulation and Modeling. A multiple award, indefinite delivery, indefinite quantity type contract under which cost plus fixed fee or fixed priced task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor shall provide technical support for the efforts under the PC Modeling and Simulation NTPS MAC involve applying the Instructional Systems Development (ISD) or ISD/Systems Approach to Training (ISD/SAT) models to the development and life-cycle maintenance of PC simulations.



Requirements under this area will consist of development of high-level interactivity training applications that employ simulation technology on personal computer platforms.

These simulations are normally used within the curriculum or in labs to give students the ability to interact with the courseware using material previously learned. Development will follow current NETC PC Modeling and Simulation Guidelines. Program Management and Staff Support. Requirements under this area will include training Program Management and staff support for Navy training programs and organizations for specialized skill sets on a reoccurring or short term basis in response to special projects, emergent requirements, or workforce gaps







It is anticipated that up to 805,714 hours of services may be required per year.



The contractor will be required to perform necessary non-personal labor and services to accomplish this tasking for NETC located in Pensacola, FL, contractors facility, and various other locations.

It is anticipated that the RFP shall be issued sometime in August or Septemebr 2014 with an award date sometime before May 2015. Services shall commence 30 days after award date. It is anticipated that the contract will include base ordering period of three years and one option ordering period of three years to be exercised in accordance with FAR 52.217-9. It is anticipated that the contract will contain on-ramp provisions. The RFP shall require submission of a technical and cost proposal. The applicable NAICS code is 611430.



This is an unrestricted acquisition; all responsible sources may submit a proposal that shall be considered by the Navy. The RFP will require a Small Business Subcontracting Plan.

Offerors must be registered in System Award Management (sam.gov) to be considered for the award.





It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. The RFP number will be N00189-14-R-Z035.
