About this opportunity

The Department of the Navy Naval Sea Systems Command issued this Limited/Sole Source Justification Notice for a diesel engine lifecycle support services contract awarded to Fairbanks Morse, LLC (FMD) on August 29, 2025. The contract provides comprehensive lifecycle, modernization, and in-service support for Fairbanks Morse diesel engine lines installed on US Navy, Military Sealift Command, and US Coast Guard ships, including engineering and technical services, logistics support, engine training, and program management services. The sole source justification is based on FMD's unique position as the original equipment manufacturer with exclusive access to proprietary technical documentation, design drawings, and specialized repair procedures that are not available to the government or other vendors. The 72-month hybrid Cost-Plus-Fixed-Fee and Firm-Fixed-Price indefinite-delivery indefinite-quantity contract has an estimated total value ranging from $32.8 million to $34.3 million and will support 134,720 labor-hours of services across various ship classes including LSD, LPD, LCS, SSN, SSBN, and CVN vessels. The Navy attempted to purchase data rights from FMD in June 2020 and November 2023 to enable competition, but the company declined, further supporting the sole source approach for this follow-on contract to the expiring N64498-19-D-4001 agreement.
