About this opportunity
NASA has awarded a sole-source order (80TECH26P0012) to Red Digital Cinema, Inc. for 28 RED Digital Cinema V-RAPTOR [X] Z Mount Cameras on July 2, 2026, under unusual and compelling urgency authority.
The justification rests on the critical timeline of NASA's Artemis lunar exploration campaign, which requires a lunar landing capability by 2028 with capability demonstration milestones in Fiscal Year 2027. The cameras are mission-critical engineering instruments needed to replace aging, obsolete film-based launch imagery systems at Kennedy Space Center. They will capture high-resolution imagery for vehicle performance assessments, debris tracking, anomaly investigations, and mission assurance evaluations throughout integrated vehicle testing, launch operations, and post-flight analysis. NASA determined that delays from conducting full and open competition would postpone engineering integration activities, increase schedule risk to Artemis launch operations, and threaten United States leadership in space exploration relative to competing lunar programs.
The contracting officer invoked 10 U.S.C. 3204(a)(2), as implemented by FAR 6.103-2, and concluded Red Digital Cinema is the only source capable of performing the requirement within the required timeframe, having reviewed prior NASA SEWP acquisitions for similar RED Digital cameras. Substantial engineering activities are required following contract award, including equipment acceptance testing, infrastructure integration, software configuration, network implementation, synchronization with existing systems, calibration, environmental verification, operational checkout, user training, end-to-end validation, and certification. Place of performance is Kennedy Space Center.
Notice text
This justification provides the rationale for contracting by other than full and open competition to award a sole source order - 80TECH26P0012 with Red Digital Cinema, Inc.
The general purpose of this order is to acquire RED Digital Cinema V-RAPTOR [X] Z Mount Cameras. This requirement is critical to NASA’s Artemis campaign and its overall mission to safely land humans on the lunar surface.
The Artemis campaign’s timeline, and its included mission dates, are a vital component of the government’s need. For reasons discussed below, delays to mission execution as a result of developmental challenges are likely to result in mission failure. This order is necessary to ensure that development of a lunar landing capability is complete in time to support NASA’s Artemis missions.
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(2), as implemented by FAR 6.103-2, Unusual and compelling urgency.
The rationale supporting the use of 10 U.S.C. 3204(a)(2) is as described in the attached Justification for Other Than Full and Open Competition.
Awarded contract 80TECH26P0012 to unknown vendor for unknown amount on 2026-07-02.
