About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 22, is soliciting quarterly recurring ice machine maintenance services, with proposals due July 23, 2026 at 5:00 PM PDT. This procurement is a 100% service-disabled veteran-owned small business (SDVOSB) set-aside, foreclosing competition outside that pool. The solicitation has been amended to include Attachment 7 (Inventory List), Attachment 8 (Vendor Questions & Agency Answers), an updated Statement of Work, and revised Evaluation Factors.
Place of performance includes the main facility at 5901 E. 7th Street, Long Beach, CA 90822 and a Community-Based Outpatient Clinic at 770 S. Placentia Avenue, CA 92870. The contractor must perform quarterly cleaning, descaling, and sanitization of 58 ice machines (232 total services annually) in compliance with VHA Directive 1061 regarding prevention of Legionella disease and scald injury, with maintenance completed once every 90 days. Services must follow manufacturer guidelines using VHA-approved chemicals, include visual inspection for wear or corrosion, and return equipment to service with operational verification. The contractor must submit maintenance reports in hard copy and digital form within five days, including before-and-after photographs, equipment identification, hours logged, and deficiency documentation.
Contractors must hold active OSHA certifications: 29 CFR 1910 Training Certificate, OSHA 10-Hour Construction Safety Training Certificate, OSHA Personal Protective Equipment/Fit Testing Procedures Standard 1910.134 Appendix A, and OSHA Personal Protective Equipment/General Requirements Standard 1910.132, all documented via diploma or certificate. Additionally required are OSHA 30-hour Construction Safety training (supervisors only) and EPA 608 Refrigerant Certification for all technicians. All work must comply with OSHA-regulated and VHA Personal Protective Equipment requirements, and contractors must obtain appropriate VHA Safety Office permits before commencing work.
The contract period is five years (base year plus four one-year option periods) with performance commencing September 1, 2026. Work is performed Monday through Friday, 7:30 a.m. to 4:00 p.m. PST, excluding federal holidays. The NAICS code is 811310 with a $13 million small business size standard; PSC is H345. Award will be made on firm fixed-price basis to the lowest priced, responsible quoter meeting all requirements. Evaluation uses three factors: Special Standards of Responsibility (demonstrated understanding and capability through Management Plan and OSHA certification documentation), Past Performance (assessed via contracting officer knowledge, customer surveys, CPARS records, or other reasonable basis; neutral rating if no prior performance exists), and Price (including all line-item prices and option evaluation under FAR 52.217-8). Quotations must be submitted electronically to daniel.kneizeh@va.gov in PDF format no later than July 23, 2026 at 5:00 PM PDT; vendor questions are due July 7, 2026 at 5:00 PM PDT. Required submittals include pricing using the provided schedule, a Management Plan (6-page maximum) detailing implementation and certified staffing, the completed VAAR 852.219-75 Limitations on Subcontracting Certificate, and past performance documentation for up to three prior projects within the last five years providing comparable recurring maintenance services. For SDVOSB compliance, contractors cannot subcontract more than 50 percent of government payments to non-certified SDVOSBs (excluding direct costs) for services contracts. Only offers from businesses certified in the SBA Veteran Small Business Certification Program database at time of offer submission will be considered.
