About this opportunity
The United States Coast Guard (USCG) is seeking technical and management services for the Recreational Boat Testing and Compliance Program (RBTCP), which aims to enforce federal boat safety regulations under 46 USC 43 and 33 CFR Subchapter S. The program requires contractors to perform comprehensive inspections and testing of recreational boats and marine equipment, including inspections at manufacturer facilities, boat shows, and dealer locations. The primary objectives include testing boats less than 20 feet in length for flotation compliance and ensuring marine equipment meets regulatory standards. Interested contractors must submit detailed responses by 3:00 pm EST on April 23, 2025, including company information, capabilities, pricing approaches, and previous experience. The NAICS code for this opportunity is 541330 (Engineering Services), with a small business size standard of $25.5 million.
The pre-solicitation notice indicates no specific set-aside for small businesses, making the opportunity open to both large and small businesses. The contract will cover a base year with four potential one-year option periods, requiring the contractor to conduct a minimum of 550 manufacturer inspections, 250 remote education inspections, 20 dealer inspections, and 5 boat show inspections annually. Approximately 70% of initially tested boats are expected to fail first inspections, necessitating robust testing and compliance capabilities. The contractor will be responsible for purchasing boats from the market, testing them at a dedicated facility, and working with manufacturers to bring non-compliant boats into regulatory alignment. Additional requirements include maintaining detailed documentation, conducting annual inspector training, providing monthly progress reports, and utilizing the Coast Guard's Recreational Boating Safety Database for tracking and reporting.
