DESCRIPTION OF WORK: Project will replace asbestos cement water distribution lines on Ault Field, Seaplane Base and provides lines connecting the two bases with new ductile iron water lines up to 18 inches in diameter. The water lines outside of Government Property will run on City of Oak Harbor and Island County property via franchise agreements or easements. Existing lines will be plugged and abandoned in place except where limited removal is required to accommodate new line connections. Project will be a design build construction contract. The design phase will require a detailed design (plans, specs, engineering analysis, etc.) for the water line replacement. Design will also be required to coordinate with Navy plus the City and County agencies regarding work on their property. Design will be required to minimize outage while constructing near the existing asbestos cement water lines and some old cast iron lines which are fragile. Design will require ultrasonic f! ield survey for underground obstructions before excavation plus a flow analysis to model performance and validate the proposed new water main sizes. Most of the pipeline areas are within developed Base or City areas so traffic control will be involved. Surface restoration required will often be roadway along with some sidewalks or turf.
