About this opportunity
The Export-Import Bank of the United States seeks to establish a blanket purchase agreement for loan recovery assistance in Peru, with quotations due October 22, 2026, at 10:00 AM ET. The solicitation is unrestricted (no set-aside) and limited to Peru recovery services only.
Place of performance is Peru, with administrative oversight at EXIM Bank headquarters in Washington, DC. The NAICS code is 541110 (Offices of Lawyers); the PSC is R418 (Support, Professional: Legal). Work encompasses collection, servicing, legal enforcement, restructuring, asset protection, and recovery services for EXIM claims involving obligors, guarantors, assets, or enforcement activity located exclusively in Peru, including borrower negotiations, settlement efforts, asset searches, site visits, legal proceedings, litigation, and seizure/enforcement actions.
The BPA runs for five years from November 15, 2026, to November 14, 2031, with an estimated aggregate ordering amount not exceeding approximately $7.5 million. Pricing consists of two components: a firm-fixed-price Due Diligence Fee per case (CLIN 0001, vendor-proposed), and a Contingency Fee as a percentage of recovered assets paid only upon successful recoveries (CLIN 0002). Vendors may propose supplemental or alternative pricing. Quotations must remain valid for 90 days and be submitted as separate technical and price documents in PDF format. Contractor personnel must complete background investigations, obtain favorable security adjudications, and execute non-disclosure agreements prior to commencing work.
Evaluation uses a best-value tradeoff approach weighing Technical and Management Approach (most important), Past Performance, and Price, with technical and past performance combined significantly more important than price alone. Vendors must demonstrate established Peru capability, properly licensed professionals, conflict-of-interest management, and measurable recovery outcomes; Federal Government experience is evaluated favorably but is not required. Quoters must be registered in SAM with valid UEI and CAGE/NCAGE information at the time of submission and must submit a completed, signed SF 1449 (rev. 2/2012). Questions were due October 13; answers to questions are available on the Attachments page as of October 15.
