The Rural Development (RD) Rural Housing Service (RHS) administers a Single Family Housing Guaranteed Loan Program (SFHGLP) that was established in fiscal year 1991. The primary objective of the program is to assist eligible individuals obtain adequate, modest, decent, safe, and sanitary housing in rural areas. Approximately 2,800 private lenders either have participated or are currently participating in the program. The size of these lenders ranges from small local banks and savings institutions to large nationwide lenders. The total SFHGLP portfolio has grown to more than 250,000 loans with a cumulative balance of approximately $16 billion.

The SFHGLP continues to grow and to enhance its ability and capacity to monitor its portfolio and its Lender/Servicer and loan quality and performance. The increased funding level for SFHGLP through The American Recovery and Reinvestment Act of 2009 (the Recovery Act) has a corresponding need for increased oversight of lenders. The objective of this contract effort is to support and contribute to, with trained, experienced parties, the development and improvement and execution of analytical assessments/evaluations/reviews that fit the needs of the Agency. Reviews (i.e. origination, servicing, expanded, and special) focus on Lender/Servicer operations and quality of loan origination production through servicing actives. The population of Lender/Servicers that are subject to review may vary according to trends in industry volume and quality of Lender/Servicer portfolio and financial condition. The reviews will provide an analysis and measurement of the participants based on review findings and knowledge within the mortgage industry.
