Update #2 · Latest ·

This award notice is provided for informational purposes only. This task order was competed under the Centers for Medicare and Medicaid Services' National Multimedia and Educational Campaign and Grassroots Outreach (NEC) IDIQ contract.  The type of task order award was cost plus fixed fee.

It is not possible at the time of placing the task order to estimate the exact nature/complexity of the work with any degree of confidence. During the course of a multimedia and education campaign, tactics change frequently and quickly. For example, the original media buy plan may include a set amount of print, radio and television ad buys. During the term of the task order, however, events may necessitate a change in tactics (often very frequently), causing a shift in the amount allocated for ad buys. As the work progresses, it often becomes apparent that the strategy may need to shift, although within the costs of the task order and to achieve the same overall goal, but with a different approach. A cost-type task order will allow for these changes to take place seamlessly (with technical direction), while a fixed priced task order may require numerous change orders and equitable adjustments that could impact the programmatic needs of the campaign.

A provision of The American Recovery and Reinvestment Act of 2009 (Recovery Act), provides major opportunities for the Department of Health and Human Services (DHHS), its partner agencies, and the States to improve the nation's health care through health information technology (HIT) by promoting the meaningful use of electronic health records (EHR) via incentives.

The Centers for Medicare and Medicaid Services is overseeing the strategic planning, development and implementation of a national, integrated education campaign that promotes Electronic Health Records (EHR) and other forms of Health Information Technology (HIT) included in the HITECH Act.
