About this opportunity

This notice seeks proposals to provide professional consulting services to support the Defense Health Agency's Recovery Coordination Program. Services include transition of care coordination, caregiver support programs, education and employment initiatives, internships, a national resource directory, adaptive sports programs, and coaching for the Warrior Games. Proposals will be evaluated using the procedures in FAR Part 12 and FAR Part 15. A solicitation is expected to be released on or around June 11, 2020 with an anticipated award date of October 2020.

This requirement has a total small business set-aside designation with a NAICS code of 541611 for administrative management and general management consulting services. The period of performance is a 12-month base year plus four 12-month option years. The current contractor provides similar services to support legislative mandates from the National Defense Authorization Act of 2017 and other programs.   1. Description –
    1. NAICS Code – 541611.
    2. Anticipated period of performance: 12 month base year, (4) 12 month option years.
    3. This requirement is to provide professional, administrative, management, and general management consulting services to support the RCP.  Services include Transition of Care Interagency Support System (currently implementing the Department of Defense –Case Management System (DOD-CMS)); Caregiver Support; Education and Employment Initiative (E2I); Operation Warfighter (OWF) Internships; National Resource Directory (NRD); Military Adaptive Sports Program (MASP); and Warrior Games coaching support.The contractor shall accomplish all task as described in PWS Part 5, Specific Tasks. As the DHA meets all current and future legislative mandates, such as National Defense Authorization Act (NDAA) 2017; designated programs, organizational structures and/or program names may change and future work found to be within scope to such legislative mandates may warrant modifications to the contract.
    4. Procedures used in awarding the contract will utilize FAR Part 12 Acquisition of Commercial Items and FAR Part 15 – Contracting by Negotiation in the solicitation. The current anticipated award date is October 2020.
    5. Solicitation will be made available electronically through the Government-wide Point of Entry. The solicitation is estimated to be released appx. June 11, 2020. However, this is a commercial acquisition, and the solicitation may be released before or after June 11, 2020. All responsible small businesses may submit a proposal which shall be considered by the agency.
