QUESTION: The standard steel formwork cross section of beams for this type of structure, has tapered sides. By using this type of formwork, form stripping is easier, efficient, and optimized. Will this cross section be allowed?
ANSWER: Tapered beam forms may be structurally acceptable, provided that the resulting beam section is not significantly different than that shown on the Contract Documents, and the capacity of the provided beam is equivalent to that specified on the Contract Documents. They may also be architecturally acceptable, provided the taper is not significant enough to affect the design intent. The minimum beam width should not be less than the beam width specified on the structural drawings, and the maximum beam width should not be significantly greater than the beam width specified on the Contract Documents. An evaluation of any proposed tapered beam forms will be made by the Structural Engineer of Record and by the Architect during the Construction Administration process.

14. On page 6 of the Geotechnical Engineering Study (GES) prepared by Langan Engineering and Environmental Services for this solicitation, dated November 6, 2009, it is stated: "We request the Architect and Structural Engineer provide plans for our review and comment". Please confirm if the bid drawings and technical specifications were delivered to the Geotechnical Engineer (GE). In the event that such drawings were delivered to the GE, please confirm if the GES remains unchanged.
ANSWER: The architectural and structural plans were provided to Langan (the GE), and Langan participated in the preparation of the earthwork specifications. The statement that the question refers to was included in the section of the report discussing drainage behind retaining walls. We have reviewed the applicable portions of the plans and have confirmed that the drainage recommendations provided in our report were implemented in the project plans.
We also would like to call attention to the fact that the retaining wall to be constructed as part of the security improvements was also addressed as part of an additional subsurface investigation, the results of which were presented in a 22 January 2010 letter-report by Langan.
15. Is it acceptable to substitute the engineered backfill required under footings, with a 4" lean concrete layer?
Answer: We would like to take this opportunity to clarify the footing subgrade preparation requirements. There are two footing subgrade preparation procedures. One for the parking garage footings, and one for the anti-ram wall footing.
The parking garage footings are to be supported by the stiffer portions of the underlying Stratum 2 clayey materials, and it is expected that this material will be present (without the need for over-excavation) on most of the site at the minimum bottom of footing elevation recommended in our report and incorporated into the structural plans. However, in the case that the stiffer portions of the Stratum 2 materials are not reached underneath a particular footing, an over-excavation until reaching the proper bearing material will be necessary.
As recommended on the geotechnical engineering report, the over-excavated depth could be backfilled with properly placed and compacted engineered fill. Please note that the over-excavation is not expected to be thicker than 1 to 2 ft based on the conditions observed at the boring locations, and we request to be notified if deeper over-excavations are necessary. If the backfilling will be done using engineered fill, the excavation sides should be enlarged by 1 ft on all sides, relative to the footing dimensions. Alternatively, the backfilling could be done with lean concrete, but the thickness would depend on the actual depth of over-excavation vs. the proposed bottom of footing elevation. Another option would be to pour those footings with an increased thickness and bearing directly on the proper bearing material.
The over-excavation below the anti-ram footing cannot be shallower than 1 ft, followed by the recommended proofrolling at the subgrade of the over-excavation. Lean concrete could also be used to replace the engineered fill that would be necessary to backfill the over-excavation underneath the anti-ram wall footing, but would need to be 1 ft thick.

Also refer to Specification Section 03 3300 paragraph 3.1.C.8 for finish requirements of Architectural Concrete. Answer: The contract number is the same as the solicitation #: GS-02P-10DT-C-0005
The "Requisition/Purchase Request No." does not need to be included.
Question: All the contract drawings and specifications are detailed using the Metric System. How will this apply to pipe diameters for plumbing, electrical piping, site utility piping etc.? Example, will a pipe diameter of 15cm (conversion= 5.91 inches)be considered as a six in pipe , or do we have to purchase special piping in the metric system. Please clarify what is the intent of the Government and how will this issue be solved. What should we consider in our proposal?

PROJECT: Recovery Act 2009 project for GC Services for a New Federal Parking Garage in San Juan, P.R.
BUILDING TYPE: Parking Garage Structure (New Construction).
CLIENT AGENCY: General Services Administration (GSA)
SIZE: approximately 16,000 square meters (172,223 sf)
PARKING SPACES: 500
The General Services Administration (GSA), Northeast and Caribbean Region is seeking qualified Small Business General Contractors (GC) interested in providing construction services for a Federal Parking Garage.
The project must conform to the P-100 (Facility Standards for Public Buildings) and Architectural Barriers Act Accessibility Standard (ABAAS) and allow for the achievement of Leadership in Energy and Environmental Design (LEED) credits, so that the project in its entirety can be considered for future LEED ratings.
PROJECT DESCRIPTION
The GC services will be for a new Federal Parking Garage to be located in San Juan, Puerto Rico. The building will be located at 150 Carlos E. Chardon Street which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. This procurement is for the selection of a qualified GC. The selected GC will provide construction and landscaping services for this new federal Parking Garage that will be approximately 16,000 square meters (172,223 sf) and that will house 500 parking spaces and will be 3.5 stories high. The Garage will be constructed with concrete columns and slabs supported by concrete spread footing foundations. Construction elements include but are not limited to steel stairs, fire protection, photo-voltaic system, lighting, electrical and a hydraulic elevator.
The site in which the Federal Garage will be situated is on approximately 6 acres of land and will involve new site roadways, walkways, site lighting and landscaping. A new entrance to the site will be created to line up with Hostos Avenue at Chardon Avenue. Upon aligning of the roads, traffic control systems, pavement striping, bollards, concrete barriers and signage will be required.
SCOPE OF WORK
The offeror selected shall be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. A complete set of construction documents will be available to interested firms. Firms must submit a request though the FedBizOps website in order to be granted access to the documents. The Estimated Construction Cost Range for this project is between $15,000,000 and $25,000,000. Funding for the design of this project was requested as part of the American Recovery and Reinvestment Act (ARRA) of 2009 (recovery.gov).
SELECTION PROCESS
This procurement will be negotiated utilizing FAR Part 15 Source Selection Procedures using the Best Value/ Trade-off process. Upon receipt of the narrative responses, the Technical Evaluation Board (TEB) will evaluate each submission. The TEB will reach a consensus rating for each firm. The firms will be ranked in order of preference based on their final ratings. After the firms have been ranked, an evaluation will be made of the price proposals from the offerors who meet the minimum technical criteria. For this procurement the evaluation factors, when combined, will be equal to price. The Government anticipates the award of a Firm Fixed-Price Contract (see FAR Part 16.202); based on a final negotiated or accepted price, to the contractor that offers the best value to the Government. Discussions with offerors may be necessary. The Government reserves the right to award without conducting negotiations.
