About this opportunity

The Department of the Air Force Materiel Command Test Center has issued a Sources Sought Notice for the Recovered Hypersonic Sled Test (RHST) Program at Holloman Air Force Base, New Mexico. This Special Notice serves as an Industry Day announcement to establish project consortium(s) for developing ground test infrastructure systems capable of conducting hypersonic testing on weapon systems. The program is designed to support both recoverable and non-recoverable assets through advanced testing capabilities. The Air Force Test Center is seeking industry input and participation to execute this critical hypersonic testing initiative. The notice was posted on June 20, 2025, with responses due by July 20, 2025.

The RHST Program's primary objective is to develop comprehensive ground test infrastructure through two operational phases: Initial Operating Capability (IOC) featuring integrated test system design and equipment, and Future Operating Capability (FOC) demonstrating recoverable hypersonic sled testing capabilities. Contractors interested in participating must be registered under specific NAICS codes including commercial/institutional building construction, highway/street construction, engineering services, and site preparation. Eligibility requirements include current NIST SP 800-171 certification and registration in the Joint Certification Program, with foreign participation explicitly prohibited. The government will conduct a Virtual Industry Day on July 21, 2025, followed by an onsite Industry Day at Holloman Air Force Base on July 30-31, 2025. Interested vendors must contact the Agreements Officer to receive additional documentation, with the ultimate goal of establishing one or multiple project consortiums under 10 U.S.C. 4022 authority.
