About this file

This Sources Sought Notice issued by the Department of the Air Force Test Center seeks industry input for the Recovered Hypersonic Sled Test (RHST) Program at Holloman Air Force Base. The program aims to develop a ground test infrastructure capable of conducting hypersonic weapon systems testing, with two key operational phases: Initial Operating Capability (IOC) involving an integrated test system design and equipment, and Future Operating Capability (FOC) demonstrating a recoverable hypersonic sled test.

Eligible vendors must be registered under specific NAICS codes including commercial/institutional building construction, highway/street construction, engineering services, and site preparation. To participate, vendors must have a current NIST SP 800-171 certification and be registered in the Joint Certification Program. The government will host a Virtual Industry Day on 21 July 2025 and an onsite Industry Day at Holloman Air Force Base on 30-31 July 2025. Interested vendors should contact the Agreements Officer to receive additional documentation, with the ultimate goal of potentially establishing one or multiple project consortiums to execute the requirement under 10 U.S.C. 4022. Foreign participation is explicitly not permitted.

Requirement Objectives (Distribution A):

This document outlines the objectives for the Recovered Hypersonic Sled Test (RHST) program at

Holloman Air Force Base, NM. The goal is to develop a ground test infrastructure system capable of conducting hypersonic testing on weapon systems, supporting both recoverable and non-recoverable assets.

Key objectives include:

• Program Objectives: Build a ground test infrastructure to conduct hypersonic testing. Initial

Operating Capability (IOC) requires delivery of an integrated test system, including design, equipment, explosive storage, test apparatus, and facilities. Future Operating Capability (FOC) involves demonstrating a recoverable hypersonic sled test and associated facilities.

• Agreement Objectives: Establish an agreement for the design and construction of the RHST test campus. Deliverables include a performance-based Scope of Work (SOW), identification of milestones, and provision of data deliverables like test system plans, material certifications, and inspection reports. The government retains Government Purpose Rights to all data.

• Quality Control Plan (QCP): The contractor shall develop and implement a QCP to ensure requirements are met.

• Program Management: Offerors have flexibility in managing the schedule, performance, risks, and subcontracts, with clear government visibility.

• Site Access: Contractor personnel will be granted access to Holloman Air Force Base with prior coordination, but photography and video are restricted.

• Government Furnished Information/Equipment (GFI/GFE): The government will provide available information such as area development plans, rail architecture designs, and design use cases.

• Performance Parameters: Key parameters include system design life, infrastructure design, facility design (including engineering, fabrication, storage, and classified workspaces), and apparatus design (capable of supporting the use cases with considerations for alternative atmospheres, strength, and in-situ adjustments).

• Test System Construction: This involves ground preparation, relocation of utilities, facility construction, and test apparatus construction, including a representative test segment for validation.

• Test System Checkout: This involves demonstrating connectivity of utilities, operability of facilities, and conducting load testing on the test apparatus.

• Design Use Cases: The document includes a table outlining specific use cases, including rail type, recovery status, body mass, velocity requirements, track length, and alternative atmosphere considerations.

Government Objectives

• If the vendor feels their company is capable of executing the requirement objectives listed above in its entirety, or certain aspects of the requirement, request the Agreements Officer (AO) to send

Atch 1 – RHST_SOO-Distro D.

o To receive Atch 1, the vendor shall have a NIST SP 800-171 no older than three (3) years, and the vendor shall be registered in the Joint Certification Program (JCP).

o After the AO has verified the vendor’s NIST SP 800-171 and JCP, the AO will send Atch

1 to the vendor.

o After the vendor reviews Atch 1 and the vendor confirms their capability of executing the requirement in part or in its entirety, request the AO to send a TEAMS meeting link to attend the Industry Day Virtual Kick-Off.

o Make requests to Greggory C. Jones, Agreements Officer, greggory.jones.4@us.af.mil

• Industry Day Virtual Kick-Off o 21 July 2025, Time – TBD

• Onsite Industry Day at Holloman Air Force Base o 30 July 2025 – 31 July 2025 mailto:greggory.jones.4@us.af.mil

• The information obtained from this market research will assist the Government in determining if one or multiple consortiums will need to be established to execute the requirement in accordance

10 U.S.C. 4022 - Authority of the Department of Defense to Carry Out Certain Prototype Projects.

• Foreign participation is not permitted.
