Place of performance is 10120 Grey Cloud Island Drive South, St. Paul Park, Minnesota 55071.
The appraiser must be fully registered in SAM.gov with current FAR and DFARS Representations and Certifications. Evaluation will apply Best Value methodology, with technical factors — Personnel Qualifications, experience writing UASFLA-compliant appraisal reports, and experience with property appraisals involving sand, gravel, and aggregate mining — weighted more heavily than price and combined with past performance assessment. Offers should be submitted through the PIEE module. This solicitation follows a previous unsuccessful attempt; the current requirement reflects changes in scope due to significant developments impacting the site's future use.
