About this opportunity
The Department of State through the U.S. Embassy in Tbilisi, Georgia, is seeking quotations for laboratory reagents and supplies to support the WRAIR (Walter Reed Army Institute of Research) office. This is a brand-name only procurement requiring 29 different laboratory reagents and microbiology supplies, including culture media, test kits, and diagnostic materials specifically compatible with BioMerieux's Vitek MS Prime, Vitek 2, and BioFire FilmArray automated testing systems. Vendors must be registered in the System for Award Management (SAM) database and submit complete quotations including SF-1449, pricing sections, representations and certifications, and proof of SAM registration. The government intends to award the contract to the lowest-priced responsible offeror based on initial quotations without discussions, though discussions may be held if needed. Electronic quotations must be submitted to TbilisiGSOProcurement@state.gov by 11:00 AM local time (GMT+4) on August 4, 2025, with file size limitations of 30MB per submission.
This procurement does not utilize any set-aside designations and is structured as a sole source acquisition under FAR 13.106-1(b)(1), with BioMerieux being the only reasonably available source for the required supplies. The total estimated contract value is $97,364.00 including options, with quantities ranging from 2 to 137 units per item across the 29 different reagents and supplies. The contract period spans from August 2025 through July 2026, requiring monthly deliveries of consumables with at least 28 days of shelf life upon delivery. Performance will take place in Tbilisi, Georgia, supporting the WRAIR-EME laboratory's surveillance activities and ensuring consistent, region-specific, high-quality testing capabilities. The procurement will be structured as a fixed-price contract with net 30-day payment terms.
