About this opportunity

The Defense Logistics Agency Troop Support Medical is conducting a Request for Information to identify potential manufacturers for two critical chemical warfare agent decontamination products: Reactive Skin Decontamination Lotion (RSDL) and Inactive Skin Decontamination Lotion (ISDL). The RSDL is an FDA-cleared topical lotion containing free oxime that neutralizes chemical warfare agents and organophosphate-based pesticides from skin, while the ISDL serves as a training version that replicates all properties except the active decontaminating ingredients. Both products must be pre-impregnated in sponge applicator pads and individually packaged in heat-sealed aluminum foil pouches designed for easy opening while wearing chemical warfare protective clothing. Manufacturers must comply with specific Medical Procurement Item Descriptions (MPID Number 3 for RSDL and MPID Number 2 for ISDL) dated April 13, 2022, and demonstrate capability to deliver within 75 days of order receipt to military installations and Defense Distribution Centers nationwide. The RFI response deadline is November 6, 2025, exactly one month from the posting date of October 6, 2025.

This procurement opportunity does not utilize any set-aside designations and no current contractors or incumbents are identified in the notice. The annual estimated quantities include 13,434 packages of RSDL and 1,309 packages of ISDL for regular requirements, with additional surge and sustainment capabilities required for RSDL only. The surge requirement specifies delivery of 5,504 packages per month for six consecutive months, totaling 33,024 packages during the surge period. The RSDL must maintain a five-year shelf life when stored between 15-30 degrees Celsius and be delivered within six months of manufacture, while the ISDL training lotion has an unlimited shelf life. Products must be manufactured in accordance with Good Manufacturing Practices Regulations and remain compatible with Chemical, Biological, Radiological, and Nuclear (CBRN) detection devices and decontamination equipment. Each applicator pad must cover a minimum area of 1,300 cm² and function effectively for personnel operating in Mission Oriented Protective Posture (MOPP) 4 gear.
