About this opportunity

The Defense Health Agency Contracting Activity (DHACA) is seeking to procure specialized medical equipment for the Naval Medical Center San Diego's Pain Management Clinic. The procurement involves a firm-fixed price purchase order for three ReActiv8 Implantable Pulse Generators and associated medical items, including implantable leads, patient activators, patient magnets, tunnelers, and percutaneous introducers. The solicitation indicates a sole source intent to award the contract to Veteran Healthcare Supply Solutions, Inc. (VHSS) in Jacksonville, FL, based on market research suggesting they are the only vendor capable of meeting the government's specialized requirements. Vendors interested in challenging the sole source determination must submit a capability statement by 10:00 a.m. Pacific Time on May 15, 2025. The procurement falls under the Surgical and Medical Instrument Manufacturing NAICS category (339112) and the Medical and Surgical Instruments, Equipment, and Supplies PSC category (6515).

The contract opportunity does not have a specific set-aside designation and is open to potential competition, though the government has preliminarily identified VHSS as the sole source provider. The estimated contract value involves the purchase of three pulse generators (Model MSM 5100), six implantable leads (Model MSM 8145), three patient activators (Model MSM 7000), three patient magnets (Model MSM 4000), three mainstay tunnelers (Model MSM TUN1), and three percutaneous introducers (Model MSM AP071GW2-BW5). The anticipated delivery date is June 15, 2025, with direct delivery to the Naval Medical Center San Diego Pain Management Clinic. The procurement is structured as a firm-fixed price purchase order, indicating a straightforward, predefined pricing model. The relatively narrow timeframe between the pre-solicitation notice (May 12, 2025) and the response deadline (May 15, 2025) suggests an expedited procurement process.
