About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD), under Naval Sea Systems Command, is soliciting capability statements for large-scale test fixturing fabrication in support of structural fatigue testing, with responses due May 26, 2026. No set-aside applies. The procurement is expected to be issued as a Firm-Fixed-Price Purchase Order via the Government Point of Entry.
The required fixturing comprises floor plates (five unique designs) and reaction frames (three identical units of one design selected from two options: "Simple" or "Curved"). Vendors must demonstrate capability to fabricate or procure steel materials to specification, machine components to final dimensions and surface finishes, perform large weldments, and assemble three-piece reaction frame structures. Comprehensive inspection capability is required, including raw material certification, Non-Destructive Testing of all welds, and dimensional validation using CMM, FARO Arm, UT, or MT methods.
Capability statements must address vendor information (company name, CAGE Code, point of contact, business size status), technical capability and experience with large steel structures and tight tolerances, manufacturability assessment for each frame design with modification recommendations and risk identification, and cost and schedule information including estimated lead times and Rough Order of Magnitude pricing with separate material and fabrication/labor cost breakdowns by component category.
Respondents requiring access to additional technical specifications (attachments 2026-CF-PTI-A001_V2 and 2026-FLPL-653-A001_V3) must contact michael.j.bonaiuto.civ@us.navy.mil by May 19, 2026.
