About this file

This is a Performance Work Statement (PWS) for a market research Request for Information (RFI) issued by the Naval Surface Warfare Center (NSWC) Carderock Division seeking large-scale test fixturing capabilities in support of structural fatigue testing. The Government requires fabrication of two component categories: floor plates (5 unique designs) and reaction frames (3 identical units of one selected design from two options—either "Simple" or "Curved" frame design). Vendors must demonstrate capability to fabricate or procure steel materials to specification, machine components to final dimensions and surface finishes, perform large weldments, assemble three-piece reaction frame structures, and conduct comprehensive inspections including raw material certification, Non-Destructive Testing (NDT) of all welds, and dimensional validation per drawing requirements.

Interested vendors must submit capability statements addressing vendor information (company name, CAGE Code, point of contact, and business size status), technical capability and experience with large steel structures and tight tolerances including NDT and dimensional inspection capabilities (CMM, FARO Arm, UT, MT), manufacturability assessment for each frame design with design modification recommendations and risk identification, and cost and schedule information including estimated lead times for the complete fixture set and individual major components, plus Rough Order of Magnitude (ROM) pricing with separate material and fabrication/labor cost breakdowns for each component category. Responses are due by 12:00 PM Eastern on May 26, 2026, submitted via email to michael.j.bonaiuto.civ@us.navy.mil. This RFI does not constitute a binding commitment, and the Government will not reimburse response preparation costs.

Request for Information

Performance Work Statement Reaction Frames and Floor Plates Fabrication

SCOPE

BACKGROUND

The Naval Surface Warfare Center (NSWC) Carderock Division requires large-scale test fixturing in support of structural fatigue testing. The fixturing is roughly broken into two categories: “floor plates” and “reaction frames” and referred to herein by those names or as “test fixtures” where referring to all required components. There are two potential designs for the reaction frames, only one design will be manufactured.

OBJECTIVE:

The purpose of this RFI is to conduct market research to identify potential vendors with the capability to manufacture the required test fixtures. The Government is seeking information from industry to assess capabilities, determine the feasibility of the preliminary design, compare the feasibility/cost of the two reaction frame designs, and gather feedback for acquisition planning.

DISCLAIMER:

This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.

REQUIRED CAPABILITY:

The vendor is required to possess the capabilities to perform the following manufacturing and quality assurance actions:

· Manufacturing:

· Floor Plates:

· Fabricate or procure steel floor plates to the material specifications and sizes in Reference (A).

· Machine the floor plates to the final dimensions, surfaces finishes, and hole patterns detailed in Reference (A).

· Reaction Frames:

· Fabricate or procure steel beams, plates, and material stock to the material specifications and sizes in Reference (B) or Reference (C).

· Fabricate the large weldments as shown in Reference (B) or Reference (C).

· Machine the components to the final dimensions, tolerances, and surface finishes provided in Reference (B) or Reference (C).

· Assemble and confirm fit-up of the three-piece reaction frame structure.

· Certification & Inspection:

· Conduct all required inspections and provide a comprehensive Certificate of Conformance for acceptance. This certificate shall include, at a minimum:

· All raw material certifications.

· The Non-Destructive Testing (NDT) inspection report for all welds.

· The final dimensional inspection report validating all drawing requirements.

INFORMATION REQUESTED:

Interested vendors are requested to respond to this RFI with a capabilities statement that addresses the following areas. Please be as detailed as possible.

· Vendor Information:

· Company Name, Address, and CAGE Code.

· Point of Contact (Name, Title, Phone, Email).

· Business Size Status (e.g., Large Business, Small Business, Service-Disabled Veteran-Owned Small Business, etc.).

· Technical Capability & Experience:

· Provide a statement about your company's ability to meet all capabilities outlined in Section 1.5.

· Describe your company's experience with manufacturing large steel structures with relatively tight tolerances. Provide examples of 1-2 similar projects if possible.

· Describe your NDT and dimensional inspection capabilities (e.g., CMM, FARO Arm, UT, MT, etc.).

· Manufacturability:

· Indicate whether your company could manufacture both or only one of the frame designs from Reference (B) and Reference (C).

· Note changes to the design that would make it manufacturable.

· Identify any potential risks or challenges associated with the design as shown in the provided drawings.

· Cost and Schedule:

· Provide an estimated lead time, after receipt of order, for the fabrication and delivery of:

· The complete set of test fixtures (one set of floor plates and three reaction frames). Please specify if this overall project lead time differs depending on whether the "Simple" or "Curved" frame design is selected.

· Each major component, if it were to be fabricated individually:

· The floor plates. (total of 5 unique floorplates)

· The "Simple" reaction frame design (Reference B) (total of 3 identical frames).

· The "Curved" reaction frame design (Reference C) (total of 3 identical frames).

· Provide a Rough Order of Magnitude (ROM) price for the test fixturing. Provide a Rough Order of Magnitude (ROM) price for each of the following. Please provide a separate estimate for Material Costs and Fabrication/Labor Costs for each item. This ROM is for planning purposes only and is not a binding quote.

· The floor plates. (total of 5 unique floorplates)

· The "Simple" reaction frame design (Reference B) (total of 3 identical frames).

· The "Curved" reaction frame design (Reference C) (total of 3 identical frames).

· If providing a detail ROM is not possible, please provide a relative cost comparison of the two reaction frame designs on a scale of 1-10 (1 being the least expensive).
