Added: Sep 19, 2014 3:37 pm Solicitation Number W912HZ-14-R-0022 will be issued as a Request for Proposal (RFP) with the intent to award a single, performance-based, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract using negotiated procedures. A maximum ordering period of five (5) years is anticipated with a maximum capacity of $95,000,000.

It is anticipated the solicitation will be available on the FedBizOpps website at https://www.fbo.gov/ on or about October 20, 2014. Hardcopies will not be available. Offerors should check the FedBizOpps web page often for new solicitations and/or changes (AMENDMENTS) to existing ones.

All comments concerning this requirement must be submitted in writing to Markeda.L.Mims@usace.army.mil. All communications concerning this requirement, to include responses to submitted questions once the RFP is released, will be through the FedBizOpps website and to all vendors simultaneously. It is the vendor's responsibility to monitor this website for updates and changes to this solicitation.

Draft documents, such as the performance work statement (PWS) and Section B pricing structure, will be posted to this announcement in the immediate future. These draft documents will be used to promote early exchanges of information and communicate government needs to industry. These draft documents will be provided to industry for receipt of industry comments only. Proposals are NOT being solicited at this time. Comments received will be considered for incorporation into the final RFP prior to issuance.

This requirement is to provide Research and Development (R&D) services to the Information Technology Laboratory (ITL) and its customers. The ITL, located in Vicksburg, MS, provides expertise in the science of information, the practice of information processing and the engineering of information systems to produce enabling technologies for the Corps of Engineers, U.S. Army, Department of Defense (DOD) and their customers. ITL conducts R&D in informatics and computational science and engineering with particular emphasis on high-performance computing, computer-aided and interdisciplinary engineering, computer science, and instrumentation systems. The laboratory provides innovative best-value solutions to meet the needs of customers in the following areas: Systems Engineering and Informatics, Computational Science and Engineering, and Scientific Computing.

THIS PROCUREMENT IS SET ASIDE 100% FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) UNDER NAICS CODE 541712 WITH A SIZE STANDARD OF 500 EMPLOYEES.
