About this opportunity

The Department of Agriculture's Agricultural Marketing Service (AMS) is soliciting offers for raw shelled peanuts to support domestic food assistance programs through a firm-fixed-price contract. The solicitation requires runner-type peanuts from the current crop year meeting American Peanut Shellers Grade Standards, with aflatoxin levels not exceeding 15 parts per billion, and includes mandatory quality assurance provisions such as USDA AMS grading and inspection certificates. Prospective vendors must submit offers electronically via the Web-Based Supply Chain Management System (WBSCM) by 1:00 PM Central Time on January 23, 2026, with award acceptances to be announced by 5:00 PM Central Time on January 30, 2026. Evaluation will be based on compliance with commodity specifications, food safety requirements, and civil rights regulations, and all contractors must ensure they do not subcontract with suspended or debarred companies. This is a combined synopsis and solicitation for commercial products prepared in accordance with Federal Acquisition Regulation Part 12, and all future updates will be published through WBSCM and the Contract Opportunities website at sam.gov.

The procurement includes a small business set-aside designation of up to 75 percent, with additional quantities potentially reserved for service-disabled veteran-owned (SDVO), 8(a), and AbilityOne firms, as well as price evaluation preferences for qualified HUBZone small businesses. The total quantity being procured is 4,840,000 pounds of raw shelled peanuts, with delivery required to Memphis, Tennessee between April 1, 2026 and April 30, 2026 on an FOB destination basis. Multiple lot sizes are available, ranging from approximately 5,000 to 23,000 pounds, allowing various sized vendors to participate. Mandatory fumigation is required during the May through November period to ensure product quality and compliance with food safety standards. No incumbent contractor information or specific award value is disclosed in the solicitation notice, though the substantial quantity and strict quality requirements indicate a significant procurement value.
