This solicitation seeks proposals for the Rapid Spacecraft Acquisition IV On-Ramp I contract to provide spacecraft and related components, equipment, and services to the National Aeronautics and Space Administration Goddard Space Flight Center and other federal agencies. Offerors must propose flight-proven spacecraft designs with a minimum payload mass capability of 7 kilograms and minimum payload power capability of 20 Watts. Multiple indefinite delivery indefinite quantity contracts will be awarded for an effective ordering period of up to ten years based on meeting technical standards including responsibility for a minimum of two successful spacecraft developments. Proposals are due by January 10, 2020.
There is no set-aside designation. The North American Industry Classification System code is 336414 and the small business size standard is 1,250 employees. The contracts will support delivery orders for offsite work at contractor facilities and other locations specified in the orders. Awards will be made to contractors able to fulfill requirements over the ten-year base and option periods through firm-fixed price delivery orders in quantities necessary to support NASA and other agency mission needs. Work will be performed offsite at contractor and government facilities as required.

The Rapid Spacecraft Development Office (RSDO) Rapid Spacecraft Acquisition (RAPID IV) is a multiple award, IDIQ, Fixed Price type contract, for satellite bus core systems with any necessary modifications to meet specific Mission needs. The scope of the work includes design and development of the spacecraft (i.e., Cubesats to Geosats), integration of Government provided scientific instruments, spacecraft/observatory integration and test, shipment of observatory to launch site, observatory launch support, on-orbit checkout of observatory, and on-orbit operations as required.
Periodically, within the contracts effective ordering period, the Contracting Officer will accept and evaluate proposals with the intention of adding contracts and/or modifying existing contracts to place additional core spacecraft and options in the Rapid IV Catalog. This will be done via “On-Ramps.”
On-Ramp I for the Rapid IV contract is hereby opened to receive offers from vendors for the Rapid IV contract. Proposals for On-Ramp I will be due to the RSDO Contracting Officer NLT 3:00 pm eastern standard time October 1, 2020.
Prospective offerors shall submit a written response of their intent to submit a proposal to Cynthia White via electronic transmission at Cynthia.L.White@nasa.gov, by September 4, 2020.
Proposals received in response to On Ramp I, shall be subject to the same evaluation procedures as the updated Rapid IV Request for Proposal 80GSFC19R0016 Rev1 dated August 18, 2020. The Proposal Submission Instructions have been revised for the Rapid IV On-Ramp I and read as follows:
The Offeror shall submit its proposal via NASA’s secure Large File Transfer (LFT). Electronic submissions shall not contain hidden formulas, tables, be locked, be protected or contain links to data not included in the electronic copy. All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable). It is the Offeror’s responsibility to ensure documents are free from virus and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated.
Offerors interested in submitting a proposal in response to this RFP shall request a LFT invitation email from the Contracting Officer at the following email address: Cynthia.L.White@nasa.gov. Offerors must courtesy copy (cc) Ayana Briscoe, Procurement Manager, at Ayana.A.Briscoe@nasa.gov to ensure requests are accommodated timely. All Offerors must submit their request for an LFT invitation to the aforementioned emails, no later than 10 calendar days prior to the proposal due date. The Government anticipates responding with an invitation to use LFT no later than 5 calendar days prior to the proposal due date.
Upon receipt of the invitation email, an Offeror’s representative must click the link in the email to access the LFT website and register for an account. Email invitations with LFT links expire in 168 hours. The Offeror’s representative will create his/her own password. The LFT website contains an LFT Quick Start Guide and a LFT User Guide with additional instructions. It is the Offeror’s responsibility to follow instructions provided in the LFT Quick Start Guide and the LFT User Guide. After logging into LFT, the Offeror should click the Send File tab to enter the recipient’s email address of Cynthia.L.White@nasa.gov and a cc copy to Ayana.A.Briscoe@nasa.gov, compose a message to the recipient, and attach files. In the “Subject” block of the “Send File” tab state “Rapid IV On Ramp I Proposal - Insert Company Name”. Note: LFT sessions expire after 15 minutes of inactivity. Offerors are advised that notifications alerting users the session is about to expire will not be provided by the LFT system, and any changes to the email form on the Send File tab will not be saved if the session times out. If an Offeror wishes to send a file over 2GB, an Accellion applet will need to be downloaded. Files can be sent up to 100 GB in total size.
Immediately after all files have been transferred and the proposal has been submitted in its entirety, the offeror shall email the Contracting Officer with a listing of all documents that were submitted via LFT. If any problems are experienced with the LFT system (e.g. login, file transfer, etc.), please contact both LFT delivery recipients listed in the paragraph above via e-mail ASAP.
Each offeror is responsible for ensuring its proposal reaches the Government office designated in the solicitation by the time and date specified in the solicitation. In accordance with FAR 52.215-1(c)(3), any proposal that is received after the exact time specified for receipt of proposals is late. As the transmission of files from the Offeror to the Government via LFT is not instantaneous, Offerors are cautioned to allow sufficient time for transmission before the deadline. FAR 52.215-1(c)(3)(ii) recognizes an exception to the late proposal rule for proposals submitted through an electronic commerce method if the proposal is received prior to award, acceptance would not unduly delay the acquisition, and the electronic proposal was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals. To ensure timely delivery, Offerors are therefore encouraged to submit their proposals by 5:00 p.m. one working day prior to the due date specified in this RFP.
It is the offeror's responsibility to monitor the following Internet site for the release of solicitation amendments (if any). Potential offerors will be responsible for downloading their own copy of this solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.

Under the contract, Rapid IV contractors offer spacecraft and related services to be purchased via Government placed Delivery Orders (DO). The spacecraft designs, related items and services may be tailored, as needed, to meet the unique needs of each mission. The Statement of Work, Attachment A, describes the scope of the requirement.
The Rapid IV contract includes an “On Ramp” feature, which allows for the original solicitation to be periodically re-opened in order to give new vendors the opportunity to propose flight proven spacecraft designs. On Ramps also give vendors already awarded a Rapid IV contract the opportunity to propose additional flight-proven spacecraft designs and/or update their existing catalog designs.
The award of Rapid IV contracts will be based on the offeror’s ability to meet ten specific technical acceptability standards. Examples of these include: primary responsibility on a minimum of two successful spacecraft developments, and spacecraft designs with both a minimum payload mass capability of 7 kilograms and a minimum payload power capability of 20 Watts or greater (i.e., Cubesats to Geosats). Failure to meet these, or any of the technical acceptability standards identified in Section L of the RFP, will be considered a major deficiency. Additionally, Past Performance will be evaluated on a pass/fail basis. An Offeror receiving a “fail” rating will not be eligible for contract award.
This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336414 and the small business size standard is 1,250 employees.
This competitive procurement will result in multiple-award, indefinite delivery indefinite quantity contracts, with the ability to issue Firm Fixed Price (FFP) delivery orders. These Multi-Agency Contracts (MAC) may support other NASA centers and other federal agencies. The contract(s) will have an effective ordering period of up to ten years (5-year base and one 5-year option period) from the contract effective date.
The contract will be performed offsite at the Contractor’s facilities and/or any other locations specified in the delivery order. The Government will make available existing Government Furnished Property (GFP) for offsite use, if available at the delivery order level.
In order to control and protect sensitive data owned by both the Government and Government Contractors, it is now Goddard Center policy that all procurement-related documents be released in Adobe Portable Document Format (PDF). Offerors shall be aware that while the Attachments (J & K) and CDRL 1 Enclosure1 included in the RFP are in PDF format; the Offeror’s proposal submitted in response to this RFP shall include the completed Attachments J and K and CDRL 1 Enclosure 1 in Microsoft Office Excel format. Instructions for converting from PDF format to Excel format can be found in the Section L.20 Proposal Preparation – General Instructions provision. Offerors are encouraged to complete the conversion from PDF format to Excel format upon receipt of the RFP. Should any issues arise with the conversion, please contact the undersigned.
NASA GSFC appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changes from the Draft RFP version. The following clause identifies an area where enhancements have been made from the Draft RFP to this final RFP:
Clause H.12 Payback/Replacement of Spacecraft, when required, will be applicable at the delivery order level.
