Rapid IV RFP Questions and Answers
Q # Document Section Page Requirement Question-Comment Government Response 1 RFP L.21 (7) 97 "In order for an offeror’s company to be eligible for inclusion in the Rapid IV catalog, the offeror’s company shall have developed and flown, at least TWO spacecraft successfully through on-orbit checkout and acceptance. In order for the offeror’s heritage design to be eligible to be proposed for inclusion in the Rapid IV catalog, the offeror’s heritage spacecraft design shall have successfully flown, at least ONCE, through on-orbit checkout and acceptance." and "The Offeror shall provide at least two Spacecraft Verification Questionnaires per spacecraft being proposed for incorporation into the Rapid IV catalog."
Please clarify the requirements. The word per in the second cited paragraph causes some ambiguity.
For instance, suppose an offeror is submitting two core spacecraft. Are they required to submit four spacecraft questionnaires on any spacecraft successfully through on-orbit checkout and acceptance, or is there a requirement to submit questionnaires on the heritage spacecraft for each core submission?
The company eligibility requirement is two successful (thru on-orbit checkout and acceptance) spacecraft developments. For the company eligibility, any 2 successful spacecraft developments will do. The eligibility requirement for the heritage design being submitted for the catalog is one successful flight of the heritage design. For the heritage spacecraft, the heritage design must have flown succesfully thru on-orbit checkout and acceptance.
2 RFP L.21 (7) 97 "The offeror shall provide the Spacecraft Verification Questionnaires provided as Exhibit 1 to each of its customers."
Is the Government requesting the offeror provide questionnaires to all its customers? Please clarify.
No, just for the two company eligibility examples and for the heritage design.
3 Attachment C The Draft RFP included a CDRL and DIDs.
They appear to be missing from the documents posted on SAM.

4 RFP L.23,B(3)a 100 In response to SOW Sections 4.3.1, 4.3.2 and
4.3.3 only, the offeror may provide existing or modified internal documents that cover the content of the Project Management Plan (CDRL 21), Systems Engineering Plan (CDRL 22) and Systems Assurance Plan (CDRL 23) as separate attachments to the Technical Volume. These plans will not be included in the page count limitation.
Our deliverable documents make reference to corporate internal processes and procedures that are maintained at the corporate level across multiple projects. These processes and procedures are used on all of our NASA projects and are available for review upon request. Is it sufficient to reference these by internal number, title and revision number for the CDRL documents included within the RSDO Rapid IV response?
No, the documents must be provided (at least, once if you are providing multiple heritage designs and using the same documents.

5 We are considering the possibility to propose an updated version of the Platforms which were awarded by NASA Goddard in the Rapid III Contract. Are we allowed to “Copy and Paste” the parts of the previous proposal which will have exactly the same content also in the updated version? To make the review from the NASA team more effective and expedite, we will clearly indicate in the new proposal which parts are common to the previous one, and which parts will represent the updates with new content.
Yes, you may copy and paste from Rapid III if there are no technical changes. However, references to Rapid III are not allowed since your Rapid IV proposal submission must stand on its own merits.
6 Is it possible to have a “partial” extension of the deadline? What I mean is that we could deliver the Technical Volume within the deadline of Jan/10/2020, but we would truly appreciate the possibility to have a few weeks more for the other 2 Volumes.
No, the entire proposal (all three volumes) must be delivered by 1/10/2020.
7 RFP In order for the offeror’s HERITAGE DESIGN to be eligible for inclusion in the Rapid IV catalog, the offeror’s heritage spacecraft design shall have successfully flown, at least ONCE, through on-orbit checkout and acceptance.
Is it possible to propose for inclusion in the Rapid IV catalog a new spacecraft whose HERITAGE DESIGN has successfully flown multiple times through on-orbit checkout and acceptance, but the spacecraft itself has never flown so far? To be more precise, we mean a new spacecraft that has never flown so far, but it has its own design whose heritage comes straight from other 2 platforms that have both successfully flown multiple times through on-orbit checkout and acceptance.
