About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Special Notice of Intent to sole source a firm fixed price contract to Thermal Hazard Technology Inc for a rapid screening device (RSD) used in explosives assessment. The notice, posted on May 7, 2025, is specifically for an 8(a) sole source procurement under Federal Acquisition Regulation (FAR) 13.106(b). Thermal Hazards Technology is identified as the sole manufacturer of this unique instrument, which can simultaneously measure pressure, energy release, and collect product gases from heated explosives. The device offers a larger sample size compared to similar instruments, addressing issues of sample homogeneity. The contract falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code 6630 for Chemical Analysis Instruments.

Interested parties must submit their statements of capability by May 17, 2025, at 3:00 PM EST, with clear and convincing evidence that competition would be advantageous to the government. Contractors must be registered in the System for Award Management (SAM) and submit their responses via email to Sharon Cooper at Sharon.g.cooper2.civ@us.navy.mil. The government retains sole discretion in determining whether to proceed with a competitive procurement. Responses will be evaluated solely to assess potential alternative vendors, and the government will not reimburse any costs associated with responding to the notice. The contract will be negotiated using other than full and open competition procedures under the authority of 10 U.S.C. 2304(c)(1), with all communications required to be in written form.
