The purpose of FBO amendment dated 12/11/18 is to remind prospective bidders that though Norlake Scientific is indicated as the cooler and refrigeration equipment manufacturer in the Basis of Design, other manufacturer's cooler/refrigeration systems may be proposed as "or equal". To be determined as equal and be approved, other systems must meet the following requirements:
1. Manufactured/designed by a company having 5 or more years' experience providing systems of similar size and complexity.
2. Meets the performance requirements indicated below.
3. Provides similar level of functionality, operability, maintainability and durability to the attributes described below. It is the manufacturer's responsibility to provide adequate documentation to the government to allow the government to make direct comparisons.
4. All variations are fully described and the Contractor assumes all responsibility for changes in the overall design and there are no cost increase to the Government.
5. All redesign changes are provided with the shop drawing submittals.
While not an all-inclusive list, following are potential manufacturers that may offer an acceptable cooler and refrigeration equipment:

The USDA Forest Service, Lake States Acquisition Team is announcing an opportunity for the construction of the Rapid River Ranger District Tree Cooler Building on the Hiawatha National Forest in the Upper Peninsula of Michigan. THIS IS A REPROCUREMENT OPPORTUNITY.
This work consists of constructing a 2,736 SF (38'x 72') wood Post Frame building with 14 feet high sidewalls and 4:12 roof Pitch. Building will be separated into a heated space of about 760 SF and unheated space of about 1976 SF. Work includes site grading and preparation, extension of natural gas, water and electrical lines to the building, and six reinforced concrete floor. The heated portion of the building will be insulated and an interior partition wall constructed separating the heated portion from the unheated portion. Furnish and install a 1440 SF (30' x 48') Tree cooler within the unheated portion of the Building. The building will be construction on the Rapid River Ranger District Office Administrative Site, located in Rapid River Mi.
In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $250,000 and $500,000 for the total project. The applicable North American Industry Classification System (NAICS) Code is 236210. The Small Business Administration size standard is $36.5 million. Contractors are required to be actively registered with the System for Award Management (SAM).
This is a combined synopsis/solicitation. No hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and materials to complete the work described in the solicitation.
Bacon-Davis wage rates apply to this project and are included as an attachment.
