About this opportunity

The U.S. Army Corps of Engineers Omaha District intends to issue a request for proposal for a Rapid Response Environmental Remediation Services Single Award Task Order Contract with a total value not to exceed $80 million over a potential seven-year period. The contractor will provide emergency, immediate, and rapid response environmental remediation services for hazardous waste sites located within the continental U.S., Alaska, Hawaii, and the South Atlantic and Pacific Ocean divisions. The solicitation will require contractors to be capable of initiating fieldwork within 30 days for rapid response, 72 hours for immediate response, and 24 hours for emergency response after task order notification. Both cost reimbursement and firm fixed price task orders will be issued for response actions and remediation work.

The contract has no set-aside designations and will be issued under NAICS code 562910 for environmental remediation services. The total contract value will not exceed $80 million over three base years and four optional ordering years. There is no limit on the number of task orders that may be issued, but the cumulative value of all task orders cannot exceed $80 million. The Government intends to issue an Unrestricted Request For Proposal (RFP) on or about 5 June 2019 for a Rapid Response Environmental Remediaiton Services (ERS) Single Award Task Order Contract (SATOC).


The contract awarded under this solicitation will be an Indefinite Delivery/Indefinite Quantity contract for Emergency/Immediate/Rapid Response under NAICS Code 562910, in support of the US Army Corps of Engineers, Omaha District (USACE) and its customers in the Continental United States (CONUS) including Alaska and Hawaii, the South Atlantic Division (SAD) Area of Responsibility (AOR), and the Pacific Ocean Division (POD) AOR. The contract awarded will include both cost reimbursement and firm fixed price task orders, for response actions and remediation of various hazardous waste sites as identified in Section C of the RFP.

The following response times will be included in the RFP and resulting SATOC:


Rapid Response (RR). The contractor must be capable of initiating fieldwork within 30 days after receiving the task order notification. Initial notification of a potential RR mission can happen Monday through Friday 7:00 a.m. - 4:30 p.m. U.S. Central Standard time, excluding holidays.


Immediate Response (IR). The contractor must be capable of initiating fieldwork 72 hours after receipt of the task order notification. Initial notification of a potential IR can happen at any time, seven days a week, holidays, and weekends.


Emergency Response (ER). The contractor must be capable of initiating fieldwork within 24 hours after receiving the task order award notification. Initial notification of a potential ER mission can happen any time, seven days a week, to include holidays.


The total amount of contract capacity under this solicitation shall not exceed $80 Million. There is no limit of the number of task orders that may be executed against this contract. The cumulative amount of the task orders shall not exceed $80M. This SATOC will have a base ordering period of three (3) years with a four (4) year optional ordering period, or until the $80M contract capacity is expended, whichever occurs first.
