About this opportunity

The Federal Law Enforcement Training Center (FLETC) within the Department of Homeland Security is seeking construction services for a Range Conversion and Expansion project at their Artesia, New Mexico facility. The procurement involves constructing three new firearms training ranges, converting two existing ranges from non-lead to lead training ranges, and replacing existing berms with HESCO barriers to support the U.S. Border Patrol hiring surge by increasing training capacity. The project includes supplying materials such as concrete, ballistic rubber crumb, drainage culvert materials, HESCO barriers, range tower stands, LED lighting, bleachers, electronic target systems, and adjustable steel stands, along with utility location services and site preparation. The evaluation will use a tradeoff analysis with Technical Acceptance for Supplies as the most important factor, followed by Past Performance, Prior Experience, and Price. Quotes are due September 22, 2025, with the contract period running from September 30, 2025 to January 15, 2026.

This opportunity is set aside as a 100% small business procurement under NAICS code 237990 with a size standard of $45 million. No incumbent contractor is identified in the solicitation documents. While no specific contract value is provided, the substantial scope of work involving multiple range construction projects suggests a significant investment in firearms training infrastructure. The project timeline includes a phase-in period from contract award to October 15, 2025, followed by a base performance period from October 15, 2025 to January 15, 2026. All work will be performed at the FLETC facility in Artesia, New Mexico, with strict safety and environmental compliance requirements, particularly for lead-contaminated areas requiring personal protective equipment and medical surveillance.
