About this file
This document is a Request for Proposal (RFP) for the Federal Law Enforcement Training Centers (FLETC) for a Range Expansion/Conversion project. The solicitation (No. 70LGLY25QGLB00094) is for housekeeping and facilities operations support services, with a period of performance from September 30, 2025 to January 15, 2026. The contract is set aside as 100% small business and has a size standard of $45 million for NAICS code 237990.
The evaluation will use a tradeoff analysis with four factors: Technical Acceptance for Supplies, Past Performance, Prior Experience, and Price. Factor 1 (Technical Acceptance) is the most important, followed by Past Performance, then Prior Experience. The government intends to award a single contract under FAR Part 13.5 and may award to the offer providing the best value, which may not be the lowest-priced or highest-technically-rated proposal. Contractors must submit a compliance statement for FAR 52.222-50 (Combating Trafficking in Persons), technical approach, prior experience information, and pricing details by the September 22, 2025 due date.

SUPPLIES and TECHNCIAL APPROCAH (NON-PRICE) PHASE
