The contract will be awarded under the authority of 41 U.S.C. 3304(a)(1), which allows for non-competitive procurement when only one source can satisfy agency requirements. Market research determined that Cardinal Health 414, LLC is the sole company capable of maintaining and supporting the needed radiopharmaceutical products, with a specialized pharmacy located in South Dakota and Minnesota. The procurement falls under NAICS code 325412 for Pharmaceutical Preparation Manufacturing and PSC code 6505 for Drugs and Biologicals. The contract value and specific financial details were not disclosed in the notice.

Interested vendors may submit a capability statement to Emanuel Nevarez, the contract specialist, by email if they believe they can provide similar services. All documentation must be emailed with the subject line "36C26325Q0650 Radioisotopes B + 4 - Fargo & SF" and will be reviewed to determine potential competitive procurement options. Potential contractors must demonstrate their ability to meet stringent requirements, including Nuclear Regulatory Commission and FDA standards for radioisotopes, 24-hour on-call emergency service, and precise delivery timelines ranging from 24 hours for routine orders to 60 minutes for emergency weekday orders. Contractors must be licensed in North Dakota and South Dakota, certified by the Nuclear Regulatory Commission, and capable of providing LEU-derived radiopharmaceuticals. The government retains sole discretion in determining whether to proceed with a competitive or sole source procurement based on submitted documentation. The notice emphasizes that this is not a competitive quote request but an opportunity for vendors to demonstrate alternative capabilities.
