About this opportunity
The U.S. Air Force Materiel Command Lifecycle Management Center is conducting market research for a Radio Systems Upgrade (RSU) for International Airborne Advanced Warning and Control Systems (AWACS). The primary objective is to integrate advanced radio communication technologies, including replacing existing UHF and VHF radios with ARC-210 radios, implementing HF solutions with external cryptographic devices, and ensuring compliance with Tactical Secure Voice Cryptographic Interoperability Specification (TSVCIS). Potential contractors must demonstrate analogous experience with radio system upgrades on large aircraft and provide comprehensive procurement, integration, testing, and installation timelines. Interested firms must be registered in SAM and hold GSA OASIS+ contracts, with a response deadline of March 7, 2025. Respondents are required to submit a signed Non-Disclosure Agreement to receive detailed Request for Information (RFI) documentation and provide information about their capabilities, past performance, business size, and potential teaming arrangements.
The pre-solicitation notice does not indicate a specific set-aside designation, suggesting the opportunity is open to a broad range of contractors. The anticipated period of performance spans from September 2026 to September 2030, with installation and integration activities planned for both CONUS and OCONUS locations by U.S. personnel. While specific award values are not disclosed, the project encompasses comprehensive radio system upgrade services, including third-party software development, airworthiness certification support, training for maintainers and operators, and technical manual development. The work will be performed at Hanscom AFB, Massachusetts, under NAICS code 541330 (Engineering Services). Contractors will be expected to provide continuous support and sustainment of capabilities throughout the contract period, with a focus on integrating legacy components with newly procured equipment and conducting critical co-site analyses to assess the impact of new system implementations.
