About this opportunity
The Blue Grass Army Depot Contracting Depot Support Branch, under the Army Contracting Command - Rock Island, intends to award a sole source contract to Motorola Solutions Inc. for radio maintenance and repair services. The procurement covers maintenance of Land Mobile Radio (LMR) subscriber equipment including portable, mobile, and fixed radios that have reached end of warranty status and require proprietary Motorola factory service to maintain certifications and operational specifications. Services will include subscriber unit level repairs using Motorola's flat rate pricing structure, minor installations, and vehicle swaps as needed, with a 10-working-day turnaround requirement for repairs and return shipping. The sole source justification is based on FAR 13.106-1(b)(1)(i), citing that only one source is reasonably available, as market research determined no other contractor can provide these services for Motorola proprietary equipment without being cost prohibitive. Interested parties may submit capability statements by 4:00 PM EDT on October 1, 2025, via email to the contracting officer Eric C. McCracken.
This procurement does not utilize any set-aside designations and is structured as a direct award to Motorola Solutions Inc., located in Linthicum Heights, Maryland, with CAGE code 78205. The total contract value is $22,000 with a performance period of 12 months from the date of award. The contract addresses the immediate need to maintain mission-ready LMR subscriber units that require specialized proprietary testing and equipment only available through Motorola factory service. The Army has determined through market research that Motorola is the incumbent and only viable source capable of providing the required maintenance services for their proprietary radio systems. While this is published as a pre-solicitation notice, the Army emphasizes that responses will primarily be used to determine whether competitive procurement is feasible, with the final decision to compete remaining solely at government discretion.
