About this file

This document is a Statement of Work (SOW) for a Motorola Maintenance Service contract for Blue Grass Army Depot (BGAD). The contract covers subscriber unit level repairs for Land Mobile Radio (LMR) equipment, including portable, mobile, and fixed radios, using Motorola's flat rate repair pricing. Services include repairing normal wear and factory-installed faulty components, with a 10-working-day turnaround for repairs and return shipping.

The related federal contract opportunity is a sole-source pre-solicitation valued at $22,000 for a 12-month period, specifically with Motorola Solutions Inc. The contract aims to maintain LMR subscriber equipment that has reached end of warranty, requiring proprietary Motorola factory service and testing. The Army Contracting Command - Rock Island will award the contract under the justification that Motorola is the only source capable of providing these specialized radio maintenance services. Interested parties may submit capability statements by 4:00 PM EDT on 01 October 2025, with submissions to be sent to Eric C. McCracken via email.

Motorola Maintenance Service contract Statement of Work (SOW)

Contractor shall provide subscriber unit level repairs based off Motorola’s Flat rate repair price list for all Blue Grass Army Depot’s (BGAD) LMR subscriber fleet. Repairs and calibrations shall be made to any portable, mobile or fixed radio that is damaged or otherwise malfunctioning with the exception of extreme damage caused by negligence by the end user. Repairs will be made for what is considered to be normal daily ware or factory installed faulty components. Catastrophic damage caused by end user neglect may be repaired but BGAD will incur above Flat rate pricing for said repairs. Motorola will have 10 working days to make repairs to subscriber unit LMR equipment and process return shipping to BGAD. Motorola will also check radio diagnostics to assure the equipment has no additional underlying malfunctions and that all individual equipment certifications are still intact. BGAD will use Motorola approved shipping packaging and in return Motorola will use the same type packing material to return LMR equipment to BGAD. BGAD may also use funds to procure LMR accessories such as batteries, belt clips, holsters, etc.

In addition to repairing subscriber units the contractor may be called upon for routine Government vehicle LMR installations and or vehicle swap outs. Installers will comply with BGAD’s policy of limited penetrations to Government leased vehicles and use other means to extend wiring and antenna cabling between the cab, engine bay, and exterior of the government owned/leased vehicles (GOV). Vehicles will be left clean and free of installation debris and trash. Each vehicle has unique challenges when installing LMR equipment without drilling holes as stated above. Occasionally specialty bracketry may be needed to install LMR equipment and antennas. Such bracketry can be furnished by the contractor and installed on a case-by-case basis. If an installation of LMR equipment within a BGAD GOV is found to be nonfunctional or incorrect the contractor will make adjustments or repairs needed at no additional cost to BGAD. If changes to a vehicle install are made per request of BGAD to an otherwise proper installation BGAD will incur additional cost for said changes. Vehicle installations shall be scheduled out no further than 10 working days.
