About this opportunity
The Cybersecurity and Infrastructure Security Agency (CISA) issued a notice of intent to sole source the procurement, delivery, installation, and integration of 21 Zebra MC3390xR mobile/handheld UHF RFID readers and 70 Zebra FXR9600 Ultra-rugged UHF RFID readers with CISA's Sunflower Asset Management System, with a response deadline of September 15, 2026.
CISA requires the handheld readers to support property officers conducting inventory and asset management tasks, while the fixed readers will be deployed at chokepoints including receiving docks and steward transition points to automatically capture asset movements. All readers must integrate with CGI Federal's Sunflower system via the contractor's proprietary MobileTrak/Synclink middleware to produce movement events and reconcile asset records. The justification for sole-source acquisition documents that only one source provides RFID readers with the required MobileTrak software and certification necessary to interface with the DHS SAMS instance; market research confirmed alternative products lack the functional features, technical capabilities, and system-integration requirements. Performance spans September 24, 2026, through September 23, 2027, and includes site surveys, RF design, hardware procurement, installation, configuration, integration testing, training, and support services. Vendors believing they can meet the requirements may submit responses, though this notice does not constitute a formal solicitation or authority to negotiate; responses will be treated as information only.
