About this file
This is a Justification and Approval for Other Than Full and Open Competition document (41 U.S.C. 1901) dated July 30, 2026, for a modification to contract number 70RCSJ25P00000009 issued by the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Chief of Contracting Office (COCO).
CISA is issuing a firm-fixed price modification to procure a total of sixteen Zebra MC3390xR mobile/handheld UHF RFID readers and seventy Zebra FX9600 Ultra-rugged UHF RFID readers, along with supporting equipment including twelve Slim IP-67-Rated RFID Antennas with mounts and cables, 25,000 HID IQ 800P Labels, 25,000 HID IQ 400P Labels, and 5,000 HID SlimFlex Seal Mini UHF RFID Tags. The equipment will be integrated with CGI Federal's Sunflower Asset Management System (SAMS) to support CISA's technology and property management needs. The modification covers procurement, integration, training, and support services, with performance from September 24, 2026, to September 23, 2027. The justification documents that only one source can provide RFID readers with the proprietary "MobileTrak" software and requisite certification necessary to interface with the DHS SAMS instance. Market research confirmed that alternative products lack the required functional features, technical capabilities, and system-integration requirements. The contracting officer determined the anticipated cost is fair and reasonable based on pricing established under the existing contract and government review of proposed costs.
