About this opportunity
Naval Supply Systems Command's Fleet Logistics Center Norfolk is publishing a sole-source justification for a Bastille 12 Sensor FlyAway Kit with support, maintenance, training, and installation services, with response deadline August 11, 2026. The procurement will be awarded under Simplified Acquisition Procedures outside full and open competition, authorized under FAR 6.103-1; this notice is not a request for quotes, though all proposals received by the deadline will be considered.
The requirement is for a Radio Detection and Location system capable of passively detecting unauthorized or restricted electronic devices in secured areas protecting classified information. The system must be mobile to enable deployment to multiple locations for off-site assessment. Bastille Networks, through FCN Inc Technology Solutions (CAGE 0WU14), is identified as the sole source based on three patented capabilities: detection and location of paired Bluetooth and Bluetooth Low-Energy devices using Massive Multi-channel Demodulation technology (US Patents #11,190,091 and #11,202,216) that competitors cannot match once devices are paired; operation as a 100% passive system without RF emissions, certified by the Federal Communications Commission; and firmware-upgradeable sensors with FPGA processing capable of instantiating over 100 protocol decoders simultaneously without hardware replacement when new RF protocols emerge. Delivery is required within 30 days of award.
