About this file

This is a Justification for Sole Source Procurement document issued under simplified procedures for a federal contract opportunity with an estimated delivery requirement of 30 days from award.

The contracting activity is NAVSUP Fleet Logistics Center, Norfolk Contracting Department, Regional Directorate. The procurement is restricted to a single supply source: Bastille (Original Manufacturer) through FCN Inc Technology Solutions (Contractor), CAGE Code 0WU14. The requirement is for a Radio Detection and Location capable system to passively collect all spectrums of radio frequency and detect unauthorized or restricted electronic devices in secured areas where protection of classified information is paramount. The system must be tactile or mobile to enable movement to various locations for off-site requirements and assessment support. The estimated price is redacted, with delivery required within 30 days of contract award.

The justification establishes that Bastille Networks is the sole source capable of meeting three critical technical requirements: (1) detection and location of paired Bluetooth and Bluetooth Low-Energy (BLE) devices using patented Massive Multi-channel Demodulation (M2CD) technology (US Patents #11,190,091 and #11,202,216), which competitors cannot match once devices are paired; (2) operation as a 100% passive system certified by the Federal Communications Commission, unlike competitors that emit RF bursts; and (3) firmware-upgradeable sensors with FPGA processing capability that can instantiate over 100 protocol decoders simultaneously without hardware replacement when new RF protocols emerge. The document certifies that no other known Radio Detection and Location capable systems available on the open market satisfy these integrated requirements, and the supplies represent minimum government requirements.

Source Selection Information – See FAR 2.101 and 3.104

1. The ability to detect and locate Bluetooth and Bluetooth low-energy (BLE) devices when they are paired.

a. Justification: Bluetooth/BLE devices are rapidly growing in the market. One of the major issues encountered are Bluetooth/BLE devices accidentally being brought into restricted areas.

b. Technical Discussion: Bluetooth/BLE devices advertise their availability on up to three advertising channels. That is where all other capabilities on the market beside Bastille Networks can detect Bluetooth/BLE devices. Once the device pairs it stops advertising. That makes them blind to detection and location by all other tools except Bastille Networks. Bastille Networks has patented the capability (Massive Multi-channel Demodulation (M2CD) US Patents #11,190,091 and #11,202,216) to detect Bluetooth/BLE devices on all communication channels whether paired or not. Bastille Networks system is composed of parallel decoders for all channels, so nothing is missed.

2. 100% Passive system

a. Justification: The primary goal of this effort is to reduce RF within the facility. RF-enabled devices introduce new risks and vulnerabilities and offer the threat actors new opportunities to compromise systems.

b. Technical Discussion: Bastille Networks has been certified by Federal Communication

Corporation (FCC) as being 100% passive. The other viable competitors send our RF burst to generate a response from devices.

3. Upgradeable to incorporate new technologies without having to replace sensors.

a. Justification: New RF protocols or new versions of protocols are continually being released.

There is a requirement to ensure the system can easily and rapidly be upgraded to handle the new protocols. It would be resource intensive and prohibitive to have to constantly replace the RF sensor when new protocols are released. The Bastille firmware upgrade process ensures that there will be no gaps in coverage and removed the need to replace sensors to incorporate new protocols into the system detection capability.

b. Technical Discussion: One of the differentiators of the Bastille sensor array is the massive amount of FPGA processing power that is available. With a 480k logic element Arria 10 SoC, the Bastille sensor array can instantiate over 100 distinct protocol decoders in parallel that can simultaneously process the full 120 MHz RF bandwidth that is captured by the two SDR front-ends in the array. This is made possible with Bastille’s proprietary software-defined radios that run in the sensor array FPGA. The FPGA sensor decoders can be upgraded through a firmware update. As protocols such as Bluetooth, DECT, Z-Wave, goTenna, Zigbee and others evolve, Bastille will be able to handle such changes without requiring a hardware upgrade.
