About this opportunity
The Defense Threat Reduction Agency (DTRA) is seeking professional analytical services to support its mission of countering and deterring Weapons of Mass Destruction (WMD), emerging threats, and threat networks across both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Key requirements include supporting four primary task areas: Program Management Office (PMO), Countering WMD (CWMD) Support, Global Engagements Department Support, and Contingency Operations Department Support. Contractors must possess a minimum TOP SECRET//SCI facility clearance and demonstrate capability to provide Secure Compartmented Information Facilities (SCIFs), classified IT infrastructure compliant with Department of War cybersecurity requirements, and end-to-end classified communications infrastructure supporting JWICS-level capability. The Request for Information (RFI) response deadline was March 13, 2026, with questions due by February 27, 2026. DTRA will hold an Industry Day on March 31, 2026, where a draft Performance Work Statement will be released, and the government will conduct one-on-one discussions with contracting and technical personnel to discuss evaluation criteria and acquisition details.
This procurement includes no small business set-aside designation. The follow-on contract will replace existing task orders under the Decisive Action (DA) contract awarded to CACI NSS, LLC and the Diamond Harbor (DH) contract awarded to Applied Research Associates, Inc. (ARA). The anticipated contract value exceeds $100 million, structured as a cost-type award projected for award in the first quarter of Fiscal Year 2027. The contract will include a 12-month base period with four optional 12-month renewal periods. The bulk of support will be required in the National Capital Region (NCR), with potential on-site support at U.S. Combatant Commands and major installations such as U.S. Forces Korea (USFK). DTRA specifically encourages responses from small businesses, 8(a) firms, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and HUBZone firms, though the final small business set-aside determination will be made following completion of market research.
