PROGRAM MANAGEMENT OFFICE

1.0 Introduction

This Sources Sought Notice (SSN) is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 to conduct market research and determine the availability of qualified sources, including small businesses, to support the Defense Threat Reduction Agency (DTRA) Combat Support (CZ) Directorate. This notice is for informational purposes only and does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quote (RFQ). No contract award will result from this announcement, and the government will not reimburse respondents for any costs incurred in response.

The intent of this SSN is to assess industry capability to perform the anticipated requirement and determine the appropriate level of competition and small business participation in this procurement.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Your response to this RFI is crucial for our information and acquisition planning. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. Further, DTRA is not seeking bids, quotes, or proposals and will not accept unsolicited proposals in response to this RFI. Respondents are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is released, it will be synopsized on a Government-Wide Point of Entry (GPE) as required by FAR 5.2. The potential offerors are responsible for monitoring the GPE for additional information about this requirement.

2.0 Background

DTRA requires support services to provide a wide range of professional analytical services to assist with its mission of countering and deterring Weapons of Mass Destruction (WMD) and emerging threats in the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

The DTRA Combat Support (CZ) Directorate provides advisory and operational support to Combatant Commands (CCMDs), Interagency partners, and Special Operations Forces (SOF) to enhance Countering Weapons of Mass Destruction (CWMD) capabilities. This support includes campaign management, operational planning, irregular warfare support, and WMD defeat advisory services.

These efforts will enhance DTRA’s situational understanding of Combatant Commands (CCMDs) with the integration of analysis, capabilities, technologies, and lessons learned to defeat the enemy networks that employ emerging threat weapons and WMD for strategic effect.

To accomplish this mission, DTRA CZ requires highly specialized contracted support with expertise in WMD, CWMD operations, special access planning, irregular warfare, military deception (MILDEC), and advisory services. The scope of work includes classified and compartmented support, operational and strategic planning, data-driven decision support, and campaign management.

Any resulting award for this requirement, anticipated to be a cost-type contract, will be a follow-on to existing tasks contained within the Decisive Action (DA) HDTRA1-23-F-0020 currently awarded to CACI NSS, LLC and Diamond Harbor (DH) HDTRA1-26-F-E016 currently awarded to Applied Research Associates, Inc. (ARA). This contract, if awarded, is projected to be awarded during the first quarter of Fiscal Year 2027.

This contract, if awarded, will remove Joint Improvised-Threat Defeat Organization (JIDO) requirements and other legacy requirements that are no longer part of the DTRA mission.

Due to anticipated Government space constraints, contractor-provided secure facilities may be required for elements of contract execution.
