About this opportunity

NASA's Shared Services Center has issued a Special Notice for the procurement of a Rack Mounted Twin Channel Laboratory Air Data Test System (ADTS) to be performed at NASA Armstrong Flight Research Center. The agency intends to award a sole source contract to Texas Aerospace Technologies, LLC under FAR 13.106-1(b)(1)(i) authority, having determined that this company is the sole provider of the required equipment. The procurement falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. NASA plans to acquire this as a commercial item using FAR Part 12 and Part 13 provisions and procedures. The equipment is categorized under PSC 6695 for Combination and Miscellaneous Instruments.

The purpose of this Special Notice is to provide an opportunity for other organizations to demonstrate their capabilities and qualifications to perform this work, which could potentially lead to a competitive procurement instead of the planned sole source award. Interested organizations must submit their written capabilities and qualifications by 4:00 p.m. Central Standard Time on September 8, 2025, with oral communications not being acceptable. The required ADTS must meet sophisticated technical specifications including dual independent absolute pressure transducers capable of measuring across extreme altitude and speed ranges, RVSM compliance, multi-gas species capability, and IEEE-488 bus SCPI for automated operation. Any responses will be evaluated solely to determine whether the procurement should be conducted on a competitive basis, with the final decision remaining at the government's discretion. The procurement involves commercial items and services, and NASA Clause 1852.215-84 regarding the Ombudsman is applicable to this acquisition.
