About this opportunity

The Department of Veterans Affairs (VA) is seeking qualified developers through an Enhanced-Use Leasing (EUL) opportunity to develop affordable, permanent housing for low-income Veterans at the Sepulveda Campus in North Hills, California. The VA is specifically interested in developers who can finance, renovate/construct, operate, and maintain housing units for Veterans on fixed incomes or low wages who are currently at risk of homelessness. Developers must submit a comprehensive response by April 24, 2025, at 5:00 PM ET, with submissions not exceeding 15 pages and including business information, qualifications, corporate overview, and housing development experience. The evaluation will focus on developers' ability to perform at least 51% of the development opportunity, secure public and private financing, and create housing that prioritizes Veterans at risk of homelessness. Respondents must demonstrate experience with comparable projects and provide detailed responses to a government questionnaire.

The opportunity is set aside for Veteran-Owned Small Businesses (VOSBs) and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with the potential development spanning three undeveloped parcels totaling 31 acres. The lease can extend up to 99 years, with developers expected to comply with Davis-Bacon wage requirements and potentially incorporate market-rate housing components. While a specific award value is not mentioned, the project involves substantial real estate development with an estimated 24-month timeline for due diligence and negotiations. The housing will not require intensive support services but will focus on providing stable, affordable housing for Veterans facing housing insecurity. The project falls under NAICS code 531390 (Other Activities Related to Real Estate) and Product Service Code R799 (Support-Management: Other), indicating a complex real estate development and management opportunity.

Notice text

The United States Department of Veterans Affairs (VA), under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. §§ 8161- 8169, as amended), is seeking expressions of interest from qualified developers, including SDVOSBs and VOSBs, to serve as a Developer for purposes of developing affordable, permanent housing with priority placement for low-income Veterans who may be currently housed, but at-risk of homelessness. Typically, these Veterans will be on fixed incomes or be low-wage earners who currently live in units where their incomes cannot keep up with housing inflation or they are living with others without having their name on the lease. While these Veterans may need a modest level of support, service requirements are not expected to be as intensive as those provided for permanent supportive housing (PSH).

For purposes of this effort, the Developer would be a non-VA entity who has the qualifications outlined in Section V of this Notice. The Developer will be expected to develop housing at the Campus. The opportunity would involve a Developer entering into an EUL with VA and financing, renovating/constructing, operating, and maintaining the above-noted housing.
