About this opportunity

The U.S. Naval War College (NWC) is seeking two on-site contractor Command Pay and Personnel Administrators (CPPAs) to support pay, personnel, and transportation-related functions for active-duty Navy staff, faculty, and students. The procurement is being managed by the Department of the Navy Naval Supply Systems Command, focusing on administrative support services under NAICS category 921190. Interested parties are required to submit a capability statement, provide organizational details, list available contract vehicles, and include a Rough Order of Magnitude pricing estimate. Responses must be submitted via email to jeffrey.champlin@usnwc.edu by June 6, 2024, at 2:00 p.m. EST, with submissions limited to 4 pages using a minimum 11-point font. The evaluation will likely focus on the organization's capabilities, experience, and ability to meet the draft Statement of Work requirements.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The contract will be performed at the U.S. Naval War College in Newport, Rhode Island, with a base performance period of one year and a potential option year, resulting in a total possible contract duration of two years. While specific budget ranges are not detailed, contractors are asked to provide a Firm Fixed Price estimate for two full-time CPPAs covering the base and option years. The procurement process is currently in the sources sought phase, which means the government is conducting market research to understand potential contractor capabilities before formally releasing a solicitation. No incumbent contractor information is provided in the notice, and the government emphasizes that this is an informational request and does not guarantee a contract award.
