About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 21 (VISN 21) has issued a Special Notice announcing its intent to sole source a contract to Palisade Strategies LLC under the authority of FAR 819.7008 for service-disabled veteran-owned small businesses (SDVOSB). The notice, identified by solicitation number 36C26125Q0159, covers a potential contract for pharmacy benefit management services at the VA Central California Health Care System and associated Community Based Outreach Clinics. The proposed contract structure includes a one-year base period with four additional one-year option periods, to be awarded as a firm-fixed-price contract. This special notice serves as the only public announcement of the VA's intent to negotiate directly with Palisade Strategies LLC for these services.
Contractors interested in this opportunity must submit a completed Market Research Questionnaire to Rachael.Becker@va.gov by December 18, 2024, at 3:00 PM PST to be considered for potential competition. All respondents must be registered in the System for Award Management (SAM) and can only submit written responses, with verbal and fax communications explicitly prohibited. The VA will evaluate responses to determine whether to compete the contract, with the ultimate decision solely at the government's discretion. Key eligibility requirements include being a registered entity in SAM.gov and having the capability to perform pharmacy benefit management services, including maintaining a network of pharmacies, processing prescriptions, and meeting VA security and privacy standards. If no viable responses are received by the deadline, the VA will proceed with sole-source negotiations with Palisade Strategies LLC. The contract will require the selected vendor to provide comprehensive pharmacy management services, including prescription processing, medication counseling, and compliance with HIPAA regulations.
